Aucuat 28, 1991 <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE #300 - OFFICE IN CHURCH SCHOOL <br />BUILDING BASEMENT. 6403 CLEMENS <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from David Mohme for a Conditional Use Permit to allow an <br />office in the All Saints Catholic Church School Building basement at 6403 Clemens. The <br />Chairperson outlined the Commission's procedures and criteria for reviewing conditional use <br />permits and called for testimony from the applicant. <br /> <br />. Mr. Roy Brown of Directory Distribution Associates, appeared as representative for applicant <br />David Mohme, and Directory Distribution Associates. Mr. Brown explained that Directory <br />Distribution Associates would be operating an office with a temporary work force of 4 clerks <br />and 1 supervisor. They will interview prospective carriers who will be delivering telephone <br />books. The applicants will fill out paper work at All Saints Church and go elsewhere to pick <br />up the phone books. There will be a delivery force of 50 carriers. The four to five applicants <br />per hour will be in, in order to maintain a steady, moving, controlled flow. The operation will <br />be for 5 or 6 weeks in January and February of each year. The hours of operation will be 8:00 <br />a.m. to 4:30 p.m., no nights or evenings. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman <br />explained that an office requires a conditional use permit in the "P A" - Public Activity District. <br />According to the applicant, the proposed use has been in existence at this location for twenty <br />(20) years, apparently without a use permit, occupancy permit or business license from <br />University City. Directory Distributing Associates is applying for a Conditional Use Permit to <br />operate a 1600 square foot office within the basement of the All Saint's Church-School Building. <br />The flow of applicants should not present a traffic flow problem for the area. According to the <br />applicant's statement, telephone books are not actually stored or physically distributed from this <br />location. This use's 1600 square feet of office space requires five (5) off-street parking spaces; <br />the church lot has fifty-six (56) off-street parking spaces. There is a need for separation <br />screening between the lot and the sidewalk. Mr. Goldman stated that a parking lot with more <br />than six spaces requires wheel bumpers between the lot and a public right-of-way. He stated <br />that the staff recommended approval with conditions on storage and distribution of telephone <br />books, parking lot screening and perimeter wheel bumpers. <br /> <br />Mr. Kendall disqualified himself from the voting because he is member of the church. <br /> <br />2 <br />
