Parking lot shall have perimeter wheel bumpers per UCZC Section 34-50.3(d). <br /> <br />The motion was seconded by Mr. Foxworth and passed by a vote of 5 - 0, with one abstention. <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE #301 - CARRY-OUT RESTAURANT. <br />7350-52 FORSYTH <br /> <br />Ms. Ratner announced that she would not participate in the discussion and would abstain from <br />the voting. Chairperson Kreishman informed those present that the Plan Commission had <br />scheduled the public hearing on an application from Hennemeyer Co. representing Imo's Pizza <br />for a Conditional Use Permit to allow a carry-out restaurant at 7350-52 Forsyth. The <br />Chairperson outlined the Commission's procedures and criteria for reviewing conditional use <br />permits and called for testimony from the applicant. <br /> <br />Charles Hennemeyer, the applicant introduced Donald K. Anderson, attorney for the <br />Hennemeyer Company. Mr. Anderson explained that the 2,050 square foot use would be for <br />an Imo's Pizza Parlor for take-out and delivery service only. Mr. Anderson explained that there <br />will be five (5) parking spaces provided in front of the building towards Forsyth. He stated that <br />more parking spaces will be provided. The store will generate approximately $45,000.00 in <br />sales tax revenue its first year and $60,000.00 in the second and third year. There is a bar <br />facility across the street, the Famous and Barr lot, a Firestone facility and many other businesses <br />in the area. According to Mr. Anderson, nobody has voiced an objection to the use. <br /> <br />Mr. Anderson presented the following exhibits: Applicant's Exhibit 1, a site diagram depicting <br />that one would not have to back out into traffic on Forsyth Avenue. The alternative is to back <br />onto the sidewalk and then maneuver the car into a forward position for exit onto the street. <br />Applicant's Exhibit 2, a letter from Ms. Ellen Roth, dated August 28, 1991, stating that she is <br />currently in negotiations with Charles Hennemeyer for six parking spaces on land adjacent to <br />the proposed location of Imo's Pizza. Applicant's Exhibit 3, Small Business Analysis - Imo's <br />Pizza Parlors (Interview with Marge Imo). <br /> <br />Mr. Anderson then pointed out that the Imo's Pizza at Olive and McKnight has no off street <br />parking. Mr. Anderson explained that there would be a state of the art exhaust system with a <br />charcoal hood extending up three stories which will dissipate any odors into the atmosphere. <br />There are 54 Imo's Pizza Parlors in the St. Louis, Springfield and Florida areas. Mr. Anderson <br />explained that the dumpster facilities will be compatible with the surrounding apartment uses. <br />Mr. Anderson closed by stating that the use will add to the overall betterment of the community, <br />they will be serving an area that is not currently being served, they will be investing <br />$250,000.00 in constructing the carry-out restaurant and they will be enhancing a currently <br />vacant facility. <br /> <br />4 <br />
