<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />February 26, 1992 <br /> <br />The Plan Commission held its regular meeting in the Council Chambers at City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on February 26, 1992. Hill, Zoning Administrator <br /> <br />PUBLIC HEARING FOR AMENDMENT TO CONDITIONAL USE #294 - INCREASE <br />HOURS OF OPERATION AND ALLOW COOKING OF MEAT ON PREMISES FOR <br />CARRY-OUT RESTAURANT USE. 6985 OLIVE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Roderick and Virginia Bell for an amendment to the <br />existing Conditional Use Permit #294 for 6985 Olive in order to increase their hours of <br />operation and to allow cooking of meat on premises at "U-City BBQ." The Chairperson <br />outlined the Commission's procedures and criteria for reviewing conditional use permits and <br />called for testimony from the applicant. <br /> <br />Mr. Bell stated that he was appearing in order to extend his hours of operation from 11 a. m. <br />through 11 p.m. on week-nights and from 11 a.m. through 12 Midnight on Friday and Saturday <br />to new hours of 11 a.m. to 2 a.m. daily. He stated that the extra hours will increase his sales <br />substantially. He is also requesting the right to begin cooking food on premises with a roasting <br />oven. He states that the oven will bum gases and not emit smoke into the air. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman stated <br />that the applicants wished to amend their Conditional Use Permit for a carry-out restaurant by <br />changing Condition No.1 to allow barbecuing of meat on the premises and Condition No.9 to <br />extend the hours of operation to 2 a.m., seven days per week. He stated that it was at the <br />suggestion of the applicant that barbecuing be done off-premises. If the exhaust system meets <br />the requirements of Condition No.6, the barbecuing of meat at the facility at Olive and <br />Pennsylvania should not create a problem. The exhaust system should be checked for adequacy <br />before the roasting equipment is purchased. Regarding the hours of operation, he does not <br />believe it is in the community interest to extend hours to 2 a.m. on any day of the week. An <br />isolated freestanding commercial facility of this type, operating with a single employee during <br />
