<br />. <br /> <br />. <br /> <br />February 26, 1992 Plan Commission Meeting Minutes Page 7 <br /> <br />market within a short time period. <br /> <br />Approval of the application should only be recommended by the Plan Commission if it finds that <br />the evidence presented supports a conclusion that the proposed use will: <br /> <br />1. Comply with the Zoning Code; <br />2. Contribute to and promote community welfare or convenience at the specific location; <br />3. Not cause substantial injury to the value of neighboring property; <br />4. Comply with the overall neighborhood development plan and zoning district provisions; <br />and <br />5. Will provide sufficient off-street parking in accordance with the standards of the Zoning <br />Code. <br /> <br />If the Plan Commission recommends approval, the following issues should be addressed by <br />conditions attached to the approval: <br /> <br />1. Minimum number of off-street parking spaces, after deducting space for stairs and refuse <br />box <br />2. Location of loading space <br />3. Location and screening of refuse box <br />4. Detailed landscaping plan <br />5. Curbing materials ( concrete) <br />6. Exterior appearance of building <br /> <br />Ms. Kreishman asked for the Applicants' response to the staff report. Mr. Baron responded that <br />alc units will be located in a false area of the roof. There will be no reason for a loading area. <br />The stairwell to the parking lot will not take up any parking spaces. <br /> <br />Ms. Kreishman asked whether members will walk or drive to special events. Mr. Baron replied <br />that most events are held on Saturdays and therefore the members would not be permitted to <br />drive. If a special event were held on a day other than a Saturday or holiday the members <br />would be permitted to drive. Mr. Baron stated that if it was necessary, 12 parking spaces could <br />be leased from the property across the street at 8112 Delmar, the Delmar Medical Building. <br /> <br />The Chairperson asked for comments from the public. Edward Adelman, 7837 Stanford, stated <br />that he moved to the University City area to be close to Young Israel. <br /> <br />Mike Hennessey, 8037 Delmar, stated that he lived directly east of the proposed location. He <br />submitted several photographs to the Commission members. He stated that there were four <br />issues the Commission should consider: <br />1. He moved to that location because it is a nice residential area. Now it will not be <br />residential anymore. Further, the proposed location houses 200 year old trees, which <br />will be replaced with 10 foot spruces. <br /> <br />m-2-26.plc <br />
