<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />June 24, 1992 <br /> <br />The Plan Commission held its regular meeting in the Council Chambers at City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on June 24, 1992. The meeting commenced at <br />7:40 p.m. with Chairperson Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />VOTING MEMBERS ABSENT <br /> <br />Melissa Kreishman, Chairperson <br />Stephen P. Marsh, Vice Chairperson <br />Arnold J. Kendall <br />Andrea Ratner <br />Carl Safe <br /> <br />Charles Foxworth <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff present: Frank B. Hill, Zoning Administrator <br /> <br />APPROVAL OF MINUTES <br /> <br />Chairperson Kreishman stated that the Commission would now consider approval of the minutes <br />from the May 27, 1992 meeting. Ms. Ratner moved for approval of the May 27, 1992 minutes. <br />The motion was seconded by Mr. Kendall and the motion passed by a vote of 4 - 0 (Mr. Marsh <br />arrived after the voting on this item). <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE AMENDMENT #241A - 8637 WEST <br />KINGSBURY/ONE MCKNIGHT PLACE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from the McKnight Place Partnership I, L.P. represented by <br />Charles Deutsch for Amendment of Conditional Use Permit #241A for 8637 West Kingsbury <br />in order to allow the premises to be used as an employee parking lot for the Gatesworth <br />retirement home/nursing home. The Chairperson outlined the Commission's procedures and <br />criteria for reviewing conditional use permits and called for testimony from the applicant. <br /> <br />Mr. Deutsch stated that this application was a follow-up to the rezoning, heard by the Plan <br />Commission last month, concerning the same piece of property. Mr. Deutsch reviewed the site <br />plan submitted for review for the Commission members. Mr. Deutsch stated that the proposal <br />plans maximized the amount of green space as much as possible. He further stated that the <br />small portion of West Kingsbury, that provided access to the existing house will be vacated by <br />the City. That vacation is also before the City Council. He feels the use is consistent with the <br />overall development plan of the area. <br /> <br />Chairperson Kreishman asked Mr. Hill to report on the staff review. Mr. Hill read the <br />memorandum submitted by Al Goldman, Director of Planning, which states that the plan should <br />
