<br />. <br /> <br />. <br /> <br />June 24, 1992 Plan Commission Meeting Minutes Page 3 <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE PERMIT #306 - CARRY-OUT <br />RESTAURANT/BAKERY. 8148 OLIVE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Li Hang Chen d.b.a. Wei Hong Bakery for Conditional <br />Use Permit #306 for 8148 Olive in order to run a carry-out restaurant/bakery. The Chairperson <br />outlined the Commission's procedures and criteria for reviewing conditional use permits and <br />called for testimony from the applicant. <br /> <br />Mr. Li Hang Chen, 259 West 24th, Chicago, Illinois 60616, stated that he would like to run a <br />bakery that also serves roast duck and roast pork for carry-out. Mr. Edwin Chiu, owner of the <br />building in question, spoke on behalf of the applicant. <br /> <br />Chairperson Kreishman asked Mr. Hill to report on the staff review. Mr. Hill read the <br />memorandum submitted by Al Goldman, Director of Planning, which states that the proposal <br />meets all Zoning Code standards, except that no information was submitted regarding refuse <br />containers. The Planning Staff recommends approval with the conditions as stated in the <br />memorandum. <br /> <br />Mr. Kendall asked what the proposed hours of operation would be. Mr. Chiu stated that the <br />applicant would stay open from 9 a.m. to 6 p.m. Mr. Safe stated that he would like the permit <br />to state from 8 a.m. to 8 p.m. to allow the applicant some leeway. <br /> <br />Mr. Kendall and Ms. Kreishman inquired about the ventilation system. Mr. Hill stated that the <br />system would be inspected by the commercial and mechanical/electrical inspectors and the <br />ventilation system would have to meet the requirements of any conditions in the conditional use <br />permit prior to approval. <br /> <br />Mr. Safe asked whether the applicant was running a similar bakery in Chicago. Mr. Chiu <br />replied that applicant was running a bakery there, but did not own that business. Mr. Safe asked <br />if the applicant would be running the bakery in University City full time. The applicant stated <br />that he would. Mr. Marsh asked whether Mr. Chiu would be involved in the operation of the <br />restaurant/bakery. Mr. Chiu stated that he would not be involved, except as owner of the <br />building. <br /> <br />The Chairperson asked for comments from the public. No comments from the public were <br />made. The public hearing was closed. <br /> <br />Ms. Kreishman asked Mr. Hill if the Planning Staff was satisfied with the current parking and <br />landscaping on the property. Mr. Hill replied that the development has previously been <br />reviewed by the Planning Staff but he would re-check the adequacy of parking and landscaping <br />with the Director of Planning prior to the application's consideration by City Council. <br /> <br />m-6-24.plc <br />
