The <br />meeting commenced at 7:30 p.m. with Chairperson Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS P~ENT <br /> <br />VOTING MEMBERS ABSENT <br /> <br />Melissa Kreishman, Chairperson <br />Stephen P. Kahn <br /> <br />nla <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff present: Al Goldman, Director of Planning and Frank B. Hill, Zoning Administrator <br /> <br />APPROVAL OF MINUTES <br /> <br />Chairperson Kreishman stated that the Commission would now consider approval of the minutes <br />from the September 23, 1992 meeting. Ms. Ratner stated that the word "merely" on page 6, <br />paragraph 2 should be changed to "nearly. II Ms. Ratner moved for approval of the September <br />23, 1992 minutes as amended. The motion was seconded by Mr. Marsh and the motion passed <br />by a vote of 7 - O. <br /> <br />EXPLANATION OF CONDmONAL USE PERMIT REVIEW CONSIDERATIONS <br /> <br />The Chairperson outlined the Commission's procedures and criteria for reviewing conditional <br />use permits. She specifically stated that the Plan Commission considers whether the use: a) <br />complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE AMENDMENT #294(A) - ANNUAL <br />CHRISTMAS TREE SALES IN ADDIDON TO CARRY-OUT RESTAURANT. 6985 OLIVE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Charles Grady for amendment of Conditional Use Permit <br />
