<br />1. <br /> <br />. . <br /> <br />. <br /> <br />. <br /> <br />September 22, 1993 Plan Commission Meeting Minutes Page 5 <br /> <br />Hearing for Designation as an Historical Landmark of the Theodore Salorgne House, 1340 <br />Partridge <br /> <br />Chairperson Marsh informed those present that the Plan Commission had scheduled the meeting <br />on an application from the Historic Preservation Commission (hereafter "HPC") for designation <br />of the Theodore Salorgne House, 1340 Partridge as an historical landmark. Mr. Marsh outlined <br />the Plan Commission's procedures and criteria for reviewing designations of historical landmarks <br />and called for testimony from the applicant. <br /> <br />Mary Gass, HPC Chairperson, 6304 Westminster, appeared on behalf of the HPC. Ms. Gass <br />gave an overview of the report and bill proposal submitted by the HPC. <br /> <br />A letter dated September 16, 1993 from Reverend Monsignor Richard J. Gallagher, Executive <br />Secretary of the Archdiocesan Building Commission was presented to members of the <br />Commission and becomes part of this record by reference. The Archdiocese is the owner of the <br />subject property. <br /> <br />Jack McCarthy of Catholic Charities, 4532 Lindell, St. Louis, MO 63108, stated that his <br />organization occupied by the building prior to the fire over a year ago. He stated that they may <br />reoccupy the building in the future but plans are not solidified yet. <br /> <br />Chairperson Marsh asked Mr. Hill to review the Staff Report. Mr. Hill read Mr. Goldman's <br />memo dated September 15, 1993 which is a part of the file and becomes part of this record by <br />reference. <br /> <br />During a discussion concerning the role of the Plan Commission in reviewing Historic <br />Preservation designations, Ms. Kreishman stated that she has always reviewed each application <br />as it applies to the Comprehensive and has based her vote upon that and the overall affect it will <br />have on the City. In this case she will vote for designation. <br /> <br />Mr. Safe stated that he will be voting against designation because he feels that there is no need <br />to introduce another layer of government between the owner their ability to act. <br /> <br />Ms. Kreishman moved that the Plan Commission recommend that the City Council approve the <br />designation of the Theodore Salorgne House at 1340 Partridge as an historical landmark. The <br />motion was seconded by Mr. Kahn and passed by a vote of 5 - 1. <br /> <br />Adjournment <br /> <br />Ms. Peniston moved that the Plan Commission meeting be adjourned. The motion was seconded <br />by Mr. Safe and passed by a vote of 6 - O. The meeting concluded at 10:40 p.m. <br /> <br />m-9-22.plc <br />
