<br />. <br /> <br />. <br /> <br />October 4, 1993 Plan Commission Meeting Minutes Page 2 <br /> <br />remarks in his memo dated October 1, 1993 stem from conversations with the City Manager. <br />All of the conditions deal with the portion of the roadway right-of-way that lies within the <br />boundaries of University City only. This recommendation is subject, of course, to the enactment <br />of the zoning text amendments that authorize such conditional uses. The Plan Commission <br />should be advised that the County has agreed to revise the pavement markings on Delmar to <br />provide a left turn lane for west-bound Delmar traffic making a left turn into the access road. <br />The City will work with the owner of the property on the east to have the first driveway east <br />of the access road closed in order to minimize conflicting traffic movements. The City staff <br />priorities favors road widening and keeping the sidewalk on the east over additional landscaping <br />and other site amenities such as increased lighting and benches. Based on the testimony at the <br />Public hearing and traffic studies conducted for Schnucks and for the City of University City, <br />the staff recommends approval of the conditional use application for the access road from <br />Delmar Boulevard serving the Schnucks Ladue Crossing Shopping Center subject to the <br />following: <br /> <br />1. Provide and maintain a four foot wide concrete pedestrian walk on the east side of the <br />road, raised at least 4 inches above the surface of the road. Pedestrian access to the walk <br />shall be permitted from all properties that abut the east side of the roadway right-of-way. <br />2. The road pavement shall be widened to a minimum width of 22 feet and shall be <br />constructed with vertical portland cement concrete curbs on both sides. <br />3. Existing evergreen trees shall be preserved and maintained, with the pedestrian walk and <br />road pavement moved westward, except at Delmar, in order to preserve the trees. <br />4. Landscaping within the roadway right-of-way shall be consistent with the Planting Plan <br />prepared by Austin Tao & Associates and dated 9-2-93. Mulch shall be installed and <br />maintained in all planted areas and all other areas that are not paved shall be maintained <br />as grass areas or planted with ground cover plants. The entire roadway right-of-way <br />shall be maintained free of litter, weeds and volunteer growth. <br />5. Lighting shall be installed and maintained along the roadway with light standards spaced <br />no more than 300 feet apart. Light sources shall be shielded to prevent lights from <br />shining into the windows of adjacent dwellings. <br />6. In the event of a change in traffic conditions, including the incidence of accidents, or a <br />change of land use in the immediate vicinity, the City reserves the right, after a hearing, <br />to revise the conditions of the conditional use permit. <br />7. Left turns into Delmar by any type of vehicle shall be prohibited between the hours of <br />4:00 p.m. and 6:00 p.m. and no trucks owned or leased by Schnucks Stores Inc. shall <br />be permitted to make right turns into Delmar at any time. Appropriate signing shall be <br />installed to advise drivers of the turning prohibitions. <br />8. The intersection of the west side of the road with Delmar shall be rebuilt in accordance <br />with a permit issued by the St. Louis County Department of Highways and Traffic, with <br />the road remaining as close to the east property line as possible. The curb radius on the <br />east side of the road shall not be changed at this time, however if the curbs in this <br />quadrant are being damaged by truck traffic the City reserves the right to require that this <br />quadrant be redesigned and rebuilt. <br /> <br />m-10-4.plc <br />
