<br />. <br /> <br />. <br /> <br />October 4,1993 Plan Commission Meeting Minutes Page 4 <br /> <br />Ms. Ratner stated that she preferred the sidewalk on the west because it could be setback further <br />from the road for safety reasons. <br /> <br />Ms. Kreishman stated that she prefers the walkway on the east because most of the people who <br />will be walking to the center will be coming from the east and will therefore have to cross the <br />access road at the entrance if the walkway will be on the west side. <br /> <br />Mr. Kahn asked Mr. Bunte ifhe had done a count of the cars exiting from the access road. Mr. <br />Bunte stated that approximately 90 cars exit per hour. <br /> <br />Mr. Goldman asked what the count of cars exiting the 1-170 off-ramp was during the evening <br />rush hour. Mr. Bunte stated that between 4 p.m. and 5 p.m. there was 137 cars; between 5 <br />p.m. and 6 p.m. there was 155 cars and between noon and 1 p.m. there was 179 cars. <br /> <br />Carol Rossel, 7407 Teasdale, stated that she felt there should be plans for a railing between the <br />roadway and the walkway for pedestrian safety. <br /> <br />Mr. Safe stated that the width of the road at 20' was satisfactory. He feels there may be some <br />storm water run-off problems if the vertical curbs are installed the full length of the road. He <br />stated that rumble strips would be a good alternative to speed bumps. He wants the benches to <br />have concrete instead of grass underneath them. He strongly favors the walk on the east side. <br /> <br />Mr. Foxworth stated that most of his concerns have been addressed. He feels the 20' width of <br />the road is adequate. <br /> <br />Ms. Peniston stated that the 20' width of the road is adequate but she feels the prohibition for <br />left turns out of the access road should remain. <br /> <br />Ms. Ratner stated that the 20' width of the road is adequate, #6 should be deleted, the <br />prohibition against left turns should remain and #9 should be changed from posting "No Passing" <br />signs to posting "No Parking" signs. All improvements shall be completed within one year of <br />the issuance of the permit. <br /> <br />Mr. Kahn stated that he felt the 20' width of the road is adequate. However, he felt that #7 <br />should be changed to include all trucks not just those owned by Schnucks. Mr. Goldman stated <br />that the condition is aimed at preserving the east curb of the entrance and it is the Schnucks <br />eighteen wheelers that will have the most impact on the curb. Further, Schnucks has control <br />over their own drivers but not the drivers of other companies' trucks. Some delivery trucks will <br />have other stops on their route down Delmar. <br /> <br />Ms. Kreishman stated that the pedestrian walk should be on the east side, the road should be <br />widened but vertical curbs are not necessary, the evergreen trees should be removed and <br />replaced at a more appropriate spot, #6 should be deleted, the prohibition against left turns <br /> <br />m-10-4.plc <br />
