<br /> <br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />December 22, 1993 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on December 22, 1993. The <br />meeting commenced at 7:30 p.m. with Chairperson Marsh presiding. <br /> <br />V oting Members Present <br />Stephen P. Marsh, Chairperson <br />Melissa Kreishman <br />Carl Safe <br />Mickey Peniston <br /> <br />V oting Members Absent <br />Andrea Ratner, Vice Chairperson <br />Charles Foxworth <br />Thomas E. Kahn <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Marsh stated that the Commission would now consider approval of the minutes from <br />the November 17, 1993 meeting. Ms. Kreishman moved for approval of the November 17, <br />1993 minutes. The motion was seconded by Mr. Safe and passed by a vote of 4 - O. <br /> <br />Public Hearing: Amendment to Conditional Use Permit #311 for Revised Parking Lot Plans <br />at 6901 Delmar <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />the Kimble Cohn for an amendment to his Conditional Use Permit in order to revise the parking <br />lot plans at 6901 Delmar. <br /> <br />The Chairperson outlined the Commission's procedures and criteria for reviewing conditional <br />use permits. He specifically stated that the Plan Commission must consider whether the use: <br />a) complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br />The Chairperson called upon the applicant. <br />
