PLAN COMMISSION Minutes December 22, 1993 The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City Hall, 6801 Delmar Boulevard, University City, Missouri on December 22, 1993. The meeting commenced at 7:30 p.m. with Chairperson Marsh presiding. V oting Members Present Stephen P. Marsh, Chairperson Melissa Kreishman Carl Safe Mickey Peniston V oting Members Absent Andrea Ratner, Vice Chairperson Charles Foxworth Thomas E. Kahn Council Member Present: Mary Schuman, Council Liaison Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator Approval of Minutes Chairperson Marsh stated that the Commission would now consider approval of the minutes from the November 17, 1993 meeting. Ms. Kreishman moved for approval of the November 17, 1993 minutes. The motion was seconded by Mr. Safe and passed by a vote of 4 - O. Public Hearing: Amendment to Conditional Use Permit #311 for Revised Parking Lot Plans at 6901 Delmar Chairperson Marsh announced that a public hearing was scheduled to hear an application from the Kimble Cohn for an amendment to his Conditional Use Permit in order to revise the parking lot plans at 6901 Delmar. The Chairperson outlined the Commission's procedures and criteria for reviewing conditional use permits. He specifically stated that the Plan Commission must consider whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific location will contribute to and promote the community welfare or convenience; c) will not cause substantial injury to the value of neighboring property; d) complies with the overall neighborhood development plan and existing zoning district provisions; and e) will provide, if applicable, off- street parking and loading areas in accordance with the standards contained in the Zoning Code. The Chairperson called upon the applicant.
