PLAN COMMISSION Minutes February 23, 1994 The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City Hall, 6801 Delmar Boulevard, University City, Missouri on February 23, 1994. The meeting commenced at 7:30 p.m. with Vice Chairperson Ratner presiding. Voting Members Present Andrea Ratner, Vice Chairperson Mickey Peniston Charles Foxworth Carl Safe Thomas E. Kahn A. John Solodar Voting Members Absent Stephen P. Marsh, Chairperson Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator Approval of Minutes Vice Chairperson Ratner stated that the Commission would now consider approval of the minutes from the January 26, 1994 meeting. Mr. Foxworth stated that portions of the minutes from the January 26, 1994 meeting were incorrect concerning the motion and vote on Conditional Use Permit #314. Mr. Foxworth stated that he did not second the motion in favor of the conditional use permit and that he voted against recommending approval of the application. The minutes were not approved because two of the members who were at the January 26, 1994 meeting were not present. It was decided that all members who were in attendance would be consulted. Mr. Solodar moved that the approval of the minutes be tabled until the March meeting. The motion was seconded by Mr. Safe and passed by a vote of 6 - 0, with Ms. Ratner, Ms. Peniston, Mr. Foxworth, Mr. Safe, Mr. Kahn and Mr. Solodar voting "aye." Public Hearing: Conditional Use Permit amendment #302(A) for an Auto Repair facility at 6300 Delmar Ms. Ratner announced that a public hearing was scheduled to hear an application from Felix Feygelman represented by Harvey Feldman, Attorney at Law for an amendment to the previously approved Conditional Use Permit for an auto repair facility at 6300 Delmar. The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits. She specifically stated that the Plan Commission must consider whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific location will contribute to and promote the community welfare or convenience; c) will not cause substantial injury to the value of neighboring property; d) complies with the overall neighborhood development plan and existing zoning district provisions; and e) will provide, if applicable, off- street parking and loading areas in accordance with the standards contained in the Zoning Code. The Vice Chairperson called upon the applicant.
