<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />February 23, 1994 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on February 23, 1994. The <br />meeting commenced at 7:30 p.m. with Vice Chairperson Ratner presiding. <br /> <br />Voting Members Present <br />Andrea Ratner, Vice Chairperson <br />Mickey Peniston <br />Charles Foxworth <br />Carl Safe <br />Thomas E. Kahn <br />A. John Solodar <br /> <br />Voting Members Absent <br />Stephen P. Marsh, Chairperson <br /> <br />Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Vice Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the January 26, 1994 meeting. Mr. Foxworth stated that portions of the minutes from the <br />January 26, 1994 meeting were incorrect concerning the motion and vote on Conditional Use <br />Permit #314. Mr. Foxworth stated that he did not second the motion in favor of the conditional <br />use permit and that he voted against recommending approval of the application. The minutes <br />were not approved because two of the members who were at the January 26, 1994 meeting were <br />not present. It was decided that all members who were in attendance would be consulted. Mr. <br />Solodar moved that the approval of the minutes be tabled until the March meeting. The motion <br />was seconded by Mr. Safe and passed by a vote of 6 - 0, with Ms. Ratner, Ms. Peniston, Mr. <br />Foxworth, Mr. Safe, Mr. Kahn and Mr. Solodar voting "aye." <br /> <br />Public Hearing: Conditional Use Permit amendment #302(A) for an Auto Repair facility <br />at 6300 Delmar <br /> <br />Ms. Ratner announced that a public hearing was scheduled to hear an application from Felix <br />Feygelman represented by Harvey Feldman, Attorney at Law for an amendment to the <br />previously approved Conditional Use Permit for an auto repair facility at 6300 Delmar. <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional <br />use permits. She specifically stated that the Plan Commission must consider whether the use: <br />a) complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br />The Vice Chairperson called upon the applicant. <br />
