The space between the building and the adjacent land areas should be revised. <br />2. Landscaping should be spelled out more clearly. <br />3. Trees should be installed on the south side. <br />4. Parking bumpers should be installed along the fence. <br />5. Security issues. <br />6. The heating and/or cooling of the building. <br />7. Specify the building materials along Olive and to the south. <br />8. Transitional yards should be addressed. <br /> <br />The motion was seconded by Mr. Kahn and passed by a vote of 6 - 0, with Mr. Solodar, Mr. <br />Kahn, Ms. Ratner, Mr. Foxworth, Ms. Peniston and Mr. Safe voting "aye." <br /> <br />Rezoning of 7400 Olive, Part of Lot 21 of Central Suburbs, PA and GC to MR <br /> <br />Vice Chairperson Ratner informed those present that the Plan Commission had scheduled the <br />meeting on an application from William A. Thomas, Consultant representing Louis M. <br />Aboussie, who is under contract to purchase the property located at 7400 Olive. The Vice <br />Chairperson outlined the Commission's procedures and criteria for reviewing an application for <br />rezoning and called for testimony from the applicant. <br /> <br />Mr. William A. Thomas stated that he is representing Louis M. Aboussie in an attempt to <br />rezone the property at 7400 Olive from PA and GC to MR in order to convert the existing <br />school building to 40 garden apartments and to construct 20 two-bedroom townhouses on an <br />open area of the site. The building is the old Rabbinical College site. Mr. Thomas listed some <br />of the other sites on which he, the design firm and Mr. Aboussie had previously worked. He <br />noted Mr. Goldman's objections to the project and feels all of the details can be worked out <br />satisfactorily. <br /> <br />Mr. Solodar stated that he likes the transitional yard. <br /> <br />Mr. Safe stated that even though the Plan Commission is only reviewing the application for the <br />rezoning and not the site plan, he feels there are substantial problems with the plans that need <br />to be addressed before he would feel comfortable rezoning the property. <br /> <br />The Vice Chairperson called on Planning Director, Al Goldman to provide the staff report. Mr. <br />Goldman stated that the application for rezoning the former Rabbinical College property from <br />"GC" and "PA" to "MR" has been reviewed along with a plan of the proposed development. <br />The subject property is located on the south side of Olive Boulevard between Midland and <br />Hanley. The entire block frontage on the south side of Olive is zoned "GC". The north side <br /> <br />m-2-23.plc <br />
