<br />. <br /> <br />. <br /> <br />Plan Commission <br />Minutes <br />June 22, 1994 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on June 22, 1994. Mr. Solodar <br />agreed to serve as Chairperson Pro Tern, and called the meeting to order at 7:35 p.m. <br /> <br />V oting Members Present <br />A. John Solodar, Chairperson Pro Tern <br />Charles Foxworth <br />Thomas E. Kahn <br />Mickey Peniston <br /> <br />Voting Members Absent <br />Stephen P. Marsh, Chairperson <br />Andrea Ratner, Vice Chairperson <br />Carl Safe <br /> <br />Council Liaison Present: Paul Schoomer, Council member <br />Staff Present: Al Goldman, Director of Planning <br /> <br />Approval of Minutes <br /> <br />Mr. Solodar requested that the minutes of the previous meeting be corrected by changing the <br />words "flood plane" to "flood plain" in several places. Ms. Peniston then moved for approval <br />of the May 25, 1994 minutes with the corrections noted. The motion was seconded by Mr. <br />Kahn and passed by a vote of 4 to O. <br /> <br />Public Hearing: Conditional Use Permit Amendment Application #151 (A) for the expansion <br />of the Motor Vehicle Repair Facility, 7710-20 Olive <br /> <br />Chairperson Pro Tern Solodar announced that a public hearing was scheduled to hear an <br />application from Mr. James Isabell and Mr. John Keeley, d.b.a. Car-X to amend Conditional <br />Use Permit #151 to allow the expansion of the existing motor vehicle repair facility. <br /> <br />Mr. Solodar called on Mr. Goldman to explain the commission's procedures and the criteria for <br />reviewing Conditional Use Permits. He explained that the Plan Commission's action's are only <br />recommendations to the City Council. After the Plan Commission completes its action, the <br />matter is put on the agenda of the City Council who will then take final action. He stated that <br />in order to recommend approval the Plan Commission must find that the evidence presented <br />supports the conclusion that the proposed Conditional Use: a) complies with all applicable <br />provisions of the Zoning Code; b) at the specific location will contribute to and promote the <br />community welfare or convenience; c) will not cause substantial injury to the value of <br />neighboring property; d) complies with the overall neighborhood development plan and the <br />existing zoning district provisions; and e) will provide, if applicable, off-street parking and <br />loading areas in accordance with the standards contained in the Zoning Code. <br /> <br />Chairperson Pro Tern Solodar called on the applicant to make their presentation. Mr. James <br />Isabell of 9507 Page, representing Car-X stated that they have been working for a number of <br />years to acquire and clean up the vacant comer lot to the east of their facility at 7720 Olive. <br />
