PLAN COMMISSION Minutes October 26, 1994 The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City Hall, 6801 Delmar Boulevard, University City, Missouri on October 26, 1994. The meeting commenced at 7:30 p.m. with Chairperson Marsh presiding. V oting Members Present Stephen P. Marsh, Chairperson Andrea Ratner, Vice Chairperson Charles Foxworth Carl Safe Thomas E. Kahn Mickey Peniston A. John Solodar V oting Members Absent nla Council Member Present: Paul Schoomer, Council Liaison Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator Approval of Minutes Chairperson Marsh stated that the Commission would now consider approval of the minutes from the September 28, 1994 meeting. Mr. Solodar stated that the name Casey should be spelled "Cayce." The last name "Miller" should be added after the names "Yale and Gail" on page 8. The words "subdivision homeowner association's money" should be added after the words "installed with" in paragraph 2 of page 10. Mr. Kahn moved for approval of the September 28, 1994 minutes as amended. The motion was seconded by Mr. Solodar and passed by a vote of 7 to 0 with all members voting "aye." Public Hearing: Conditional Use Permit amendment #307(B) for waiver of condition concerning landscaping, 7740 Olive Chairperson Marsh announced that a public hearing was scheduled to hear an application from Higher Heights Christian Church at 7740 Olive represented by Bettye Battle Turner for an amendment to Conditional Use Permit #307(A) in order to waive condition #2 that requires "By September 30, 1994, straighten up the north edge of the parking lot paving to create a single planting strip approximately 8 feet wide by 142 feet long, removing any paving, gravel or stones from this area. Permit the City to plant trees in this area. By September 30, 1994, remove the Siberian elms at the parking lot entrance at Riegert and at North & South, and replace with a tree on North & South with a 2 inch minimum caliper tree, selecting from list of suitable trees obtained from the City Forester. Agree to water and maintain the trees planted by the City. " The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them.
