<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />October 26, 1994 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on October 26, 1994. The <br />meeting commenced at 7:30 p.m. with Chairperson Marsh presiding. <br /> <br />V oting Members Present <br />Stephen P. John Solodar <br /> <br />V oting Members Absent <br />nla <br /> <br />Council Member Present: Paul Schoomer, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Marsh stated that the Commission would now consider approval of the minutes from <br />the September 28, 1994 meeting. Mr. Solodar stated that the name Casey should be spelled <br />"Cayce." The last name "Miller" should be added after the names "Yale and Gail" on page 8. <br />The words "subdivision homeowner association's money" should be added after the words <br />"installed with" in paragraph 2 of page 10. Mr. Kahn moved for approval of the September 28, <br />1994 minutes as amended. The motion was seconded by Mr. Solodar and passed by a vote of <br />7 to 0 with all members voting "aye." <br /> <br />Public Hearing: Conditional Use Permit amendment #307(B) for waiver of condition <br />concerning landscaping, 7740 Olive <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />Higher Heights Christian Church at 7740 Olive represented by Bettye Battle Turner for an <br />amendment to Conditional Use Permit #307(A) in order to waive condition #2 that requires "By <br />September 30, 1994, straighten up the north edge of the parking lot paving to create a single <br />planting strip approximately 8 feet wide by 142 feet long, removing any paving, gravel or stones <br />from this area. Permit the City to plant trees in this area. By September 30, 1994, remove the <br />Siberian elms at the parking lot entrance at Riegert and at North & South, and replace with a <br />tree on North & South with a 2 inch minimum caliper tree, selecting from list of suitable trees <br />obtained from the City Forester. Agree to water and maintain the trees planted by the City. " <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the <br />
