He <br />therefore recommends that the proposed final plat be approved. <br /> <br />Mr. Marsh asked if any members of the public wished to make comments. No members of the <br />public asked to speak. <br /> <br />Mr. Solodar asked how the existing tenants would be affected. Mr. Moffitt stated that the lease <br />agreements will remain intact. The individual units will still be rented out as apartments even <br />though they will be condominiums. <br /> <br />Ms. Peniston stated that the proposed final plat conforms with the minimum standards and <br />requirements of resubdivisions/condominiums as outlined in Chapter 29 of the Municipal Code <br />and moved that the Plan Commission recommend to the City Council that the submitted final <br />plat as presented tonight be approved. The motion was seconded by Ms. Ratner and passed by <br />a vote of 6 to 0 with all members voting "aye." <br /> <br />Public Hearing: Conditional Use Permit Amendment #234(A), change of signage <br />restrictions for Supermarket, 8020 Olive, Unit A <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />O'Neil's Markets d.b.a. Food For Less, represented by Rick Moranville of Benchmark Signs. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the <br />specific location will contribute to and promote the community welfare or convenience; c) will <br />not cause substantial injury to the value of neighboring property; d) complies with the overall <br />neighborhood development plan and existing zoning district provisions; and e) will provide, if <br />applicable, off-street parking and loading areas in accordance with the standards contained in the <br />Zoning Code. The Chairperson called upon the applicant. <br /> <br />Mr. Moranville of Benchmark Signs, 811 Lafayette Ave, St. Louis, MO 63119 stated that he <br />has been contacted by the owners of Food For Less to ref ace an existing freestanding <br />"Grandpa's" sign next to Olive in the Grandpa's/Food For Less parking lot. The existing sign <br />will remain the same size but have only the words "Grandpa's" on the top half and "Food For <br />Less" on the bottom half. He stated that it is his understanding that there was a condition put <br />on the property long ago that required each new occupant to come before the City Council and <br />Plan Commission for new approval on all signs. The new sign will benefit public safety by <br />making the entrance and location easier to find for motorists on Olive. The sign will fall within <br />the requirements for signage as stated in the University City Sign Code. <br /> <br />Chairperson Marsh called on Planning Director Al Goldman to provide the staff report.
