He does not feel that the applicant or any other tenant of that space should be <br />required to adhere to higher standards than the rest of the City. Therefore, he will vote for the <br />amendment as proposed by the City Staff. <br /> <br />Ms. Dunbar asked if each business would be permitted to put up their own separate signs. Mr. <br />Goldman replied that they would only if they met the restrictions of the Sign Code. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use amendment: a) Complies with all applicable <br />provisions of the Zoning Code; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Complies with the overall neighborhood development plan and existing <br />zoning district provisions; and e) Will provide, if applicable, off-street parking and loading areas <br />in accordance with the standards contained in the Zoning Code. Mr. Kahn moved that the Plan <br />Commission recommend approval of the Conditional Use Permit Amendment subject to the <br />following condition: <br /> <br />1. All signs on the premises shall conform in all respects with provisions of the sign <br />regulations contained in the University City Zoning Code. <br /> <br />The motion was seconded by Ms. Peniston and passed by a vote of 6 to 0, with all members <br />voting "aye." <br /> <br />Text Amendment to 34-36.4 to create a conditional use in the "RC" - Retail Commercial <br />District of "Parking Garages and Parking Structures" <br /> <br />Mr. Goldman stated that the recent bond issue included funds for developing additional off-street <br />parking in the Loop business district. As the City Staff and Administration began to look at the <br />various possibilities, they became aware that the "RC" - Retail Commercial Zoning District <br />regulations have no specific provisions for allowing a parking lot or parking structure as a <br />principal use. Accordingly he suggests that the Plan Commission recommend to the City <br />Council that Section 34-36.4 of the Zoning Code be amended by adding the following as a <br />conditional use: <br /> <br />12. Parking lots and parking structures as a principal use, provided the use does not include <br />the storage of wrecked, damaged or inoperable vehicles. <br /> <br />m-1-2S.plc <br />
