<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />February 22, 1995 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on February 22, 1995. The <br />meeting commenced at 7:30 p.m. with Chairperson Ratner presiding. <br /> <br />V oting Members Present <br />Andrea Ratner, Chairperson <br />Stephen P. Marsh <br />Thomas E. Kahn <br />Mickey Peniston <br /> <br />V oting Members Absent <br />A. John Solodar, Vice Chairperson <br />Carl Safe <br />Charles Foxworth <br /> <br />Council Member Present: Paul Schoomer, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the January 25, 1995 meeting. Ms. Peniston moved for approval of the January 25, 1995 <br />minutes. The motion was seconded by Mr. Kahn and passed by a vote of 4 to 0 with all <br />members voting "aye." <br /> <br />Public Hearing: Conditional Use Permit Application #325, Church, 7547 Olive <br /> <br />Chairperson Ratner announced that a public hearing was scheduled to hear an application from <br />the Living Word Church represented by Pastor Donald C. Femmer for a conditional use permit <br />to allow the premises located at 7547 Olive to be used as a church. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) complies with all applicable provisions of the Zoning Code; <br />b) at the specific location will contribute to and promote the community welfare or convenience; <br />c) will not cause substantial injury to the value of neighboring property; d) complies with the <br />overall neighborhood development plan and existing zoning district provisions; and e) will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards <br />contained in the Zoning Code. The Chairperson called upon the applicant. <br /> <br />Pastor Donald C. Femmer, 2750 McKelvey Road, Maryland Heights, MO 63043 stated that <br />he and his associate Ralph Posley were here representing the Living Word Church to ask that <br />they be granted a special use permit to use the premises located at 7547 Olive for services and <br />bible studies. His congregation currently has 60 to 70 members. They will be good neighbors <br />and citizens of the community.
