<br />PLAN COMMISSION <br />Minutes <br />May 22, 1996 <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on May 22, 1996. The meeting commenced <br />at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Smith <br />Council Liaison Present <br />: Paul Schoomer, Councilmember <br />Staff Present <br />: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would now consider approval of the minutes from <br />the April 24, 1996 meeting. Mr. Smith moved for approval of the April 24, 1996 minutes. The <br />motion was seconded by Ms. Peniston and passed by a vote of 4 to 0. <br />Public Hearing: Conditional Use Permit Amendment #302(B), expansion of motor vehicle <br />repair facility, 6300 Delmar <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from Felix <br />Feygelman for a conditional use permit amendment to expand the existing 1473 square foot auto- <br />repair facility building with a 2898 square foot addition at 6300 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Mr. Felix Feygelman of 6300 Delmar, University City, MO 63130 appeared. Philip Durham, <br />architect, of Rubio/Durham Architects, 2222 Wyoming, St. Louis, MO 63118, appeared and stated <br />that he represents Mr. Feygelman in the matter. Mr. Durham gave an overview of the proposal to <br />expand the building. Mr. Durham stated that the reason for the expansion is to handle the increase <br />in the volume of business and to improve the existing property. In meetings with city staff it was <br /> <br />
