PLAN COMMISSION Minutes May 22, 1996 The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City Hall, 6801 Delmar Boulevard, University City, Missouri on May 22, 1996. The meeting commenced at 7:30 p.m. with Chairperson Solodar presiding. Voting Members PresentVoting Members Absent A. Smith Council Liaison Present : Paul Schoomer, Councilmember Staff Present : Al Goldman, Director of Planning; Frank Hill, Zoning Administrator Approval of Minutes Chairperson Solodar stated that the Commission would now consider approval of the minutes from the April 24, 1996 meeting. Mr. Smith moved for approval of the April 24, 1996 minutes. The motion was seconded by Ms. Peniston and passed by a vote of 4 to 0. Public Hearing: Conditional Use Permit Amendment #302(B), expansion of motor vehicle repair facility, 6300 Delmar Chairperson Solodar announced that a public hearing was scheduled to hear an application from Felix Feygelman for a conditional use permit amendment to expand the existing 1473 square foot auto- repair facility building with a 2898 square foot addition at 6300 Delmar. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. He specifically stated that the Plan Commission must consider whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific location will contribute to and promote the community welfare or convenience; c) will not cause substantial injury to the value of neighboring property; d) complies with the overall neighborhood development plan and existing zoning district provisions; and e) will provide, if applicable, off-street parking and loading areas in accordance with the standards contained in the Zoning Code. The Chairperson called upon the applicant. Mr. Felix Feygelman of 6300 Delmar, University City, MO 63130 appeared. Philip Durham, architect, of Rubio/Durham Architects, 2222 Wyoming, St. Louis, MO 63118, appeared and stated that he represents Mr. Feygelman in the matter. Mr. Durham gave an overview of the proposal to expand the building. Mr. Durham stated that the reason for the expansion is to handle the increase in the volume of business and to improve the existing property. In meetings with city staff it was
