PLAN COMMISSION Minutes November 13, 1996 The Plan Commission held its regular meeting in the Fourth Floor Meeting Room at City Hall, 6801 Delmar Boulevard, University City, Missouri on November 13, 1996. The meeting commenced at 7:30 p.m. with Chairperson Solodar presiding. Voting Members PresentVoting Members Absent A. John Solodar, ChairpersonCharles Foxworth Susan Glassman, Vice Chairperson Mickey Peniston Erickson T. Smith Byron Price John P. Walsh Staff Present : Al Goldman, Director of Planning; Frank Hill, Zoning Administrator Approval of Minutes Chairperson Solodar stated that the Commission would now consider approval of the minutes from the October 23, 1996 meeting. Ms. Peniston moved for approval of the October 23, 1996 minutes. The motion was seconded by Mr. Walsh and passed by a vote of 5 to 0 with all members voting "aye" (Mr. Price was not present for this agenda item). Proposed Historic Landmark and Text Amendment §34-128 "Purcell Avenue Sugarberry Tree Historic Landmark," near the southeast corner of Bartmer and Purcell Chairperson Solodar announced that a hearing was scheduled to hear an application from the Historic Preservation Commission for historic landmark designation of the sugarberry tree located approximately 60' south of the southeast corner of Bartmer and Purcell along the western edge of the property addressed as 6850 Bartmer. He noted that this is a resubmission from the May 1996 meeting where the Plan Commission asked the Historic Preservation Commission to address several issues prior to their vote on the matter. The Chairperson noted the Commission's procedures and criteria for reviewing historic landmark designations. A representative from the Historic Preservation Commission did not attend the meeting but Mr. Goldman stated he would answer any questions about the application. Chairperson Solodar called on Planning Director Al Goldman to provide the staff report. There has been a new site plan submitted and a separate public hearing was held where both of the adjoining property owners had been notified. Mr. Goldman stated that having found the proposal not inconsistent with the comprehensive plan, he recommends approval of the Historic designation.
