January 28, 1998 Plan Commission Minutes Page 6 <br />e.Other detrimental impacts on the surrounding area including, but not <br />and noise and sun shading of abutting <br />limited to, visual pollution <br />residential properties <br />. <br />3.Planned Development - Residential (PD-R): <br />h.Building Height: <br />No more than ten feet above average of dwellings within 200 feet of <br />development boundary. <br />Text Amendment: §34-107, Off-Premise Advertising (Billboards) <br />Chairperson Solodar announced that a hearing was scheduled to consider an application from the City <br />Manager’s Office for text amendment of the off-premises advertising provisions (§34-107) of the <br />University City Zoning Code. <br />Mr. Hill gave an overview of his proposed changes. <br />Mr. Self moved that the following amendments to §34-107 of the University City Zoning Code <br />should be recommended for approval (additions are bolded, deletions are stricken out): <br />SECTION 34-107 OFF-PREMISES ADVERTISING SIGNS <br />Off-premises advertising signs shall be subject to the regulations set forth under Sections 226.500 <br />to 226.600, R.S.MO. and the provisions of this Article. To the extent the regulations of this Article <br />differ from the provisions of Sections 226.500 to 226.600, R.S.MO., such regulations of this Article <br />shall apply. Notwithstanding other provisions of this Article which apply to off-premises advertising <br />signs, the following regulations shall apply to any such off-premises advertising sign erected after <br />the effective date of this Chapter. <br />34-107.1 Location of Signs <br />1.Off-premises advertising signs shall only be permitted within six-hundred and sixty (660) feet <br />of the nearest edge of the right-of-way of Interstate 170 in areas zoned "LC," "GC," or "IC." <br />2.No off-premises advertising sign shall be located adjacent to or within five-hundred (500) feet <br />one thousand (1,000) feet one thousand <br />of any interchange. Such five-hundred (500) feet <br />(1,000) feet <br /> shall be measured from the beginning or ending of the pavement widening at the <br />exit from or entrance to the main traveled way. <br />one thousand <br />3.No off-premises advertising sign shall be located within five-hundred (500) feet <br />(1,000) feet <br /> of land zoned as "SR," "LR," "MR," "HR," "HR-O," "PA," or "PD-R" unless it can <br />be proven that any portion of such sign would not be visible from any property, and any dwelling <br />unit thereon, located within such zoning districts. <br />4.In order to provide a safety zone to prevent injury or property damage from collapse of <br />billboard caused by Acts of God or other causes, each Off-Premises Billboard shall have <br />wpoffice\wpdata\m-1-28.plc <br /> <br />
