January 28, 1998 Plan Commission Minutes Page 9 <br />proposed Off-Premises Billboard. <br />2.Any Off-Premises Billboard which, because of lack of maintenance, upkeep, vandalism, <br />accumulation of litter, refuse or debris, or the deterioration of landscaping, lighting or <br />fencing, becomes unsightly or unsafe is hereby declared to be a nuisance and shall be <br />subject to abatement by the City in the same manner all other nuisances on private <br />property. <br />3.Direct access to Off-Premises Billboards from curb cuts along a state highway or service <br />road shall be prohibited. Direct access shall be gained through paved roads and drive <br />which are private and internal to a lot of parcel. All vehicles, equipment and people used <br />to build, service, maintain and repair such signs must confine their activity so as not to <br />interfere with pedestrian of vehicular traffic on public roads. <br />The motion was seconded by Ms. Peniston and passed by a vote of 6 to 0 with all members voting <br />"aye." <br />Election of Officers: <br />Mr. Solodar was elected as Chair. Ms. Glassman was elected as Vice Chair. <br />Other Business <br />Mr. Lieberman gave an update of council activities. Mr. Hill stated that he received a letter asking <br />for a continuance on the Jack In Box application, 6950 Olive. Mr. Ollendorff announced that the City <br />was very close to hiring a new Director of Planning. <br />Adjournment <br />Ms. Peniston moved for adjournment.
