February 25, 1998 Plan Commission Minutes Page 14 <br />as such provision is amended. <br />2.The existing Gatesworth development provides high-quality amenities which are sufficient <br />to serve the proposed addition. The Gatesworth is a nationally recognized elderly housing <br />facility and it has provided an excellent environment for the elderly in the community. The <br />existing facility has had a substantial waiting list for several years and the expansion will <br />help to alleviate the established demand. Moreover, the additional parking to be provided <br />will eliminate the existing problems generated by Gatesworth employee parking on the <br />adjoining streets and the provision of a private turn-around, as proposed, will eliminate <br />through traffic and excessive street grades on West Kingsbury. A greater amount of <br />buffering as proposed will be of benefit to the abutting homeowners on the west. <br />Consequently, the Commission has concluded that the addition, at this specific location, will <br />contribute to and promote the community welfare or convenience. <br />3.The proposed addition will enhance the value of the remaining homes on West Kingsbury. <br /> It will create a dead-end street and eliminate the existing congestion on the street. Similarly, <br />any parking on Barby Lane will be eliminated and this will be beneficial to the values of the <br />homes on Barby Lane. The evidence presented as to the sale prices of the homes adjacent <br />to The Gatesworth establishes that the values of such homes have not been adversely <br />affected. The evidence as presented indicates that the addition will not cause substantial <br />injury to the value of any of the neighboring properties. <br />4.The Comprehensive Plan of the City provides that the area to the west of The Gatesworth is <br />suitable for compatible development, with the provision that it be buffered from abutting <br />single-family residential uses. This buffering will be accomplished by the elimination of the <br />connection between Barby Lane and West Kingsbury and landscaping. Approval of the <br />conditional use permit will be contingent upon rezoning of the parcel on which the addition <br />is to be located to the “HRO” District. <br />5.The proposal calls for more parking spaces than is required under the Zoning Code. A <br />substantial portion of such parking is to be within a covered garage. In addition, although <br />the ordinance merely requires the reservation of an area to accommodate such additional <br />parking as would be required, if conversion to conventional housing were to occur in the <br />future, such additional parking is to be installed currently as part of the plan.
