Rose McKinney, 7895 Wayne, stated that she was concerned with the <br />possibility of having a cluster of towers appear at the site, she feels there must be another location <br />in the area and wondered if the site location had anything to do with the housing in the area. No <br />other members of the public wished to speak and the Chairperson closed the public hearing. <br />Mr. Zemitsch stated that AT&T was looking for several good properties and are working to reduce <br />the proliferation of the towers. Shared use is required. The height may be above the tree line but <br />will be difficult to see because of the angle from the surrounding properties. The diameter of the <br />tower will be 35 inches at the base and 14" at the top. <br />Mr. Stockell stated that the width of the triangular structure that holds the antennas will 14 feet per <br />side. The antennas will hang down 4 feet. There will be 9 antennas. There will be a 6 foot high <br />security fence with 3 feet of barbed wire above that. The rungs to climb the tower will not start until <br />25 feet above the ground. <br />Mr. Zemitsch stated that the tower is does not generate any noise. The tower will be grounded not <br />to attract lightning. There is no interference with television or radio reception. There should be no <br />displacement of the animals because the tower site only takes up approximately 400 square feet <br />leaving plenty of woods to remain. The construction will only take 3½ weeks. The St. Louis <br />Realtors Association has stated that no property values have dropped because of telecommunications <br />towers. There will be no water run-off from the tower because it will not be close enough to the <br />edge of the property to cause that. Landscaping will be installed per ordinance. <br />Mr. Baron emphasized that the location is within a “PA” - Public Activity District which does not <br />permit commercial uses. <br />Mr. Lieberman asked if the lease contained a liability clause. Mr. Stockell replied that AT&T is <br />completely liable. <br />Ms. Glassman asked Mr. Steinman how the property will be improved by the funds from AT&T. <br />Mr. Steinman stated that they would repair the grounds, fix fences, fix erosion problems and remove <br />fallen trees. <br />Mr. Solodar stated that he will vote against the proposal because he does not feel that finding number <br />5 has been met that requires that the fees, costs, or other contractual terms required by the owner(s) <br />of existing tower(s), structure(s), or building(s) within the required geographic area of the applicant <br />or to retrofit the existing tower(s) or structure(s) are not reasonable. Costs exceeding that of a new <br />tower are presumed to be unreasonable. He feels that the negotiations with the school district should <br />be pursued further and the high school site is more desirable than this one and will benefit the <br />community as whole more than this site. Mr. Baron stated that the negotiations with the school <br />district have gone on for 10 months and they are at a deadlock. He stated that the standard of <br />reasonableness has been met.
