PLAN COMMISSION Minutes January 27, 1999 and February 3, 1999 (combined) January 27, 1999 The Plan Commission held the regular meeting in the Basement E.O.C. room located located in City Hall, 6801 Delmar Boulevard, University City, Missouri on January 27, 1999. The meeting commenced at 7:30 p.m. with Chairperson Solodar presiding. Voting Members PresentVoting Members Absent A. John Solodar, ChairpersonMickey Peniston Susan Glassman, Vice ChairpersonLarry Self Byron PriceHelton Reed Jimmie Irons Staff Present : Lehman Walker, Director of Planning and Development; Frank B. Hill, Zoning Administrator Council Liaison Present : Robert Wagner, City Council Member Chairperson Solodar announced that since there was not a quorum, due to two commission members becoming ill, the commission would listen to evidence and then reschedule the vote for a later date (February 3, 1999). Public Hearing: Conditional Use Permit #348, Drive-through facility, 7575 Olive Chairperson Solodar announced that a public hearing was scheduled to hear an application from Missouri Goodwill Industries represented by R. Neil Brown, 4140 Forest Park Boulevard, St. Louis, MO 63108. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development policies of the City; and e) Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of the University City Zoning Code.
