<br />PLAN COMMISSION <br />Minutes <br />January 27, 1999 and February 3, 1999 (combined) <br />January 27, 1999 <br />The Plan Commission held the regular meeting in the Basement E.O.C. room located located in <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on January 27, 1999. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Hill, Zoning <br />Administrator <br />Council Liaison Present <br />: Robert Wagner, City Council Member <br />Chairperson Solodar announced that since there was not a quorum, due to two commission <br />members becoming ill, the commission would listen to evidence and then reschedule the vote for <br />a later date (February 3, 1999). <br />Public Hearing: Conditional Use Permit #348, Drive-through facility, 7575 Olive <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Missouri Goodwill Industries represented by R. Neil Brown, 4140 Forest Park Boulevard, St. <br />Louis, MO 63108. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br /> <br />
