<br />PLAN COMMISSION <br />Minutes <br />May 22, 2002 <br />The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on May 22, 2002. The meeting commenced <br />at 7:30 p.m. with Chairperson Smith presiding. <br />Voting Members PresentVoting Members Absent <br />Harley Smith, Acting ChairpersonLarry Self, Vice Chairperson <br />Deborah Arbogast <br />Tony Credit <br />Jimmie Irons <br />John Kreishman <br />Rosalyn Borg <br />Council Liaison Present: <br /> Arthur Sharpe, Jr., Councilperson <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development <br />Temporary Chairperson <br />Ms. Arbogast moved that the Mr. Smith should be the temporary Chairperson. The motion was <br />seconded by Mr. Credit and passed by a vote of 6 to 0 with all members voting “aye.” <br />Approval of Minutes <br />Chairperson Smith stated that the Commission would consider approval of the minutes from the April <br />24, 2002 meeting. Ms. Arbogast moved for approval. The motion was seconded by Mr. Credit and <br />passed by a vote of 6 to 0 with all members voting “aye.” <br />Discussion of In-Fill Housing Construction <br />Chairperson Smith announced that a hearing was scheduled to discuss in-fill housing construction. <br />Mr. Walker summarized the staff report, provided background information and highlighted <br />recommendations. The Chairperson asked the public if they would like to comment on the issue. <br />Nancy Sachar- 8044 Lafon Place, stated that she opposed the staff report because of the various <br />policy considerations to eliminate infill housing were not supported by staff (she read from her <br />submission which is part of the case file). Joan Botwinick- 511 Westview Drive read the letter she <br />submitted to the board (which is part of the case file). John Ramsey- 520 Mapleview Drive stated that <br />he was concerned because of the rise in the appraised value of his property over the past year.
