PLAN COMMISSION Minutes July 24, 2002 The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City Hall, 6801 Delmar Boulevard, University City, Missouri on July 24, 2002. The meeting commenced at 7:30 p.m. with Chairperson Credit presiding. Voting Members PresentVoting Members Absent Tony Credit, ChairpersonJimmie Irons Larry Self, Vice Chairperson Deborah Arbogast Rosalyn Borg Harley Smith John Kreishman Council Liaison Present: Arthur Sharpe, Jr., Councilperson Staff Present: Lehman Walker, Director of Planning and Development and Frank Hill. Zoning Administrator Approval of Minutes Chairperson Credit stated that the Commission would consider approval of the minutes from the June 26, 2002 meeting. Mr. Self moved for approval. The motion was seconded by Ms. Borg and passed by a vote of 6 to 0 with all members voting “aye.” Continuation of Public Hearing: Conditional Use Permit, Auto Repair Facility, 8130 Delmar Chairperson Credit announced that a public hearing was scheduled on June 26, 2002 and continued to tonight to hear an application from Shamrock Automotive #1, LLC dba Meineke Muffler represented by Roger McCabe, 1759 Horseshoe Ridge Road, Chesterfield, MO 63005 requesting to open an automotive repair facility at 8130 Delmar. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development K:\WPOFFICE\WPDATA\m-7-24-2002.plc.wpd
