PLAN COMMISSION Minutes December 10, 2003 The Plan Commission held the meeting in the E. O. C. Room located in the basement of City Hall, 6801 Delmar Boulevard, University City, Missouri on December 10, 2003. The meeting commenced at 7:30 p.m. with Chairperson Arbogast presiding. Voting Members PresentVoting Members Absent Deborah Arbogast, ChairpersonRosalyn Borg Steve MyersJohn Kreishman Jimmie Irons Lynn Ricci Harley Smith Staff Present: Lehman Walker, Director of Planning and Development; Frank Hill, Zoning Administrator Approval of Minutes The Chairperson stated that the Commission would consider approval of the minutes from the November 11, 2003 meeting. Mr. Myers moved for approval. The motion was seconded by Mr. Smith and passed by a vote of 4 to 0 with all members voting “aye.” Hearing: Subdivision 7847 and 7849 Stanford The Chairperson announced that a hearing was scheduled concerning an application from Caroline and Vincent DeForest, 7901 Stanford. The applicants request that the final plat be approved to create two new lots in University City subdivided from two vacant lots and half of a vacated street. The Chairperson noted the Commission's procedures and criteria for reviewing resubdivisions. Bruce Thomas of Topos Surveying and Engineering Corp., 790 St. Francois, Florissant, MO 63031 represented the applicant. Mr. Thomas gave an overview of the proposal and asked that it be approved. Mr. Hill gave the staff recommendation that the application not be approved per the Staff Report. It was decided that the matter would be tabled until the December meeting in order to give the applicant a chance to resolve issues concerning the driveway on the western lot. Public Hearing: Conditional Use Permit, Addition of a drive-up ATM facility, 633 McKnight The Chairperson announced that the public hearing was scheduled to hear an application from Commerce Bank, 633 McKnight.
