PLAN COMMISSION Minutes January 28, 2004 The Plan Commission held the meeting in the Council Chambers located on the fifth floor of City Hall, 6801 Delmar Boulevard, University City, Missouri on January 28, 2004. The meeting commenced at 7:30 p.m. with Chairperson Arbogast presiding. Voting Members PresentVoting Members Absent Deborah Arbogast, ChairpersonRosalyn Borg Steve Myers, Vice Chairperson Jimmie Irons Harley Smith Lynn Ricci John Kreishman Council Liaison Present: Arthur Sharpe, Jr., Councilperson Staff Present: Lehman Walker, Director of Planning and Development; Frank Hill, Zoning Administrator Approval of Minutes The Chairperson stated that the Commission would consider approval of the minutes from the December 10, 2003 meeting. Ms. Arbogast moved for approval. The motion was seconded by Mr. Smith and passed by a vote of 6 to 0 with all members voting “aye.” Public Hearing: Conditional Use Permit, Restaurant in Loop, 6625 Delmar The Chairperson announced that a hearing was scheduled concerning an application from Qdoba Mexican Grill, represented by Peter Steuterman, owner’s architect, 9378 Olive, Olivette, MO 63132. The applicant requests authorization from the City Council to allow the operation of a restaurant at 6625 Delmar. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development policies of the City; and e) Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of the University City Zoning Code. Peter Steuterman of Lawrence M. Herman & Associates, Inc., 9378 Olive, Olivette, MO 63132 represented the applicant. Mr. Steuterman gave an overview of the proposal and asked that it be approved.
