<br />PLAN COMMISSION <br />Minutes <br />January 28, 2004 <br />The Plan Commission held the meeting in the Council Chambers located on the fifth floor of City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on January 28, 2004. The meeting commenced at 7:30 p.m. <br />with Chairperson Arbogast presiding. <br />Voting Members PresentVoting Members Absent <br />Deborah Arbogast, ChairpersonRosalyn Borg <br />Steve Myers, Vice Chairperson <br />Jimmie Irons <br />Harley Smith <br />Lynn Ricci <br />John Kreishman <br />Council Liaison Present: <br /> Arthur Sharpe, Jr., Councilperson <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />The Chairperson stated that the Commission would consider approval of the minutes from the December 10, <br />2003 meeting. Ms. Arbogast moved for approval. The motion was seconded by Mr. Smith and passed by a <br />vote of 6 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit, Restaurant in Loop, 6625 Delmar <br />The Chairperson announced that a hearing was scheduled concerning an application from Qdoba Mexican <br />Grill, represented by Peter Steuterman, owner’s architect, 9378 Olive, Olivette, MO 63132. The applicant <br />requests authorization from the City Council to allow the operation of a restaurant at 6625 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and <br />amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether <br />the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific <br />location will contribute to and promote the community welfare or convenience; c) Will not cause substantial <br />injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood <br />development plan (if applicable), and any other official planning and development policies of the City; and e) <br />Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of <br />the University City Zoning Code. <br />Peter Steuterman of Lawrence M. Herman & Associates, Inc., 9378 Olive, Olivette, MO 63132 represented <br />the applicant.
