July 28, 2004 Plan Commission Minutes Page 2 of 2 <br />concerning the update to the Comprehensive Plan. <br /> <br />Ms. Borg stated that she wished to have the text of the Major Issues Area Comments #4 revised <br />to “strongly” encourage mixed use development. She also stated that the phrase “, especially in <br />the eastern portions of the city.” should be removed from item #6. <br /> <br />Plan Commission Work Session, Planned Development District, 965 Midland and 7201 <br />Balson <br /> <br /> <br />The Chairperson announced that a Plan Commission Work Session (per Zoning Code Section <br />34-40.11) was scheduled concerning an upcoming application from Ned Amos, 1406 North <br />Broadway, St. Louis, MO 63102. The applicant requests guidance on a proposal to rezone the <br />properties to a “PD-R” - Planned Development - Residential District to erect a 10 unit apartment <br />building at 965 Midland and 7201 Balson. <br /> <br />The Chairperson noted the Commission's procedures and criteria for plan commission work <br />sessions. Mr. Hill explained that this procedure was set up to allow the applicants to get a feel for <br />the commission’s view on the proposal prior to moving forward. Mr. Hill stated that the <br />proposal was also accompanied by a request to amend two portions of the zoning code which <br />Staff have previously been considering changing to promote development within this type of <br />zoning district (as set forth in the Staff memo concerning this project dated July 23, 2004). No <br />vote would be required on any of the issues at this meeting. <br /> <br />Mr. Amos gave an overview of the proposal and asked for approval. Mr. Hill gave an overview <br />of the proposed text amendments of Section 34.40.07 (3) (dealing with density) and Section <br />34.57.4 (b) (dealing with common open space) that would accompany the proposal. Ms. Ricci <br />stated that she had some alternative language for the proposed text amendment concerning <br />density and would forward the exact language prior to the matter formally coming before the <br />commission. <br /> <br />The commission members stated that they were in favor of the proposal and the proposed text <br />amendments and that the applicants should be encouraged to move forward with the project. <br /> <br />Adjournment <br /> <br /> <br />Mr. Marentette moved for adjournment.
