The opinion of the expert consultant shall include a statement <br />that no available alternatives exist to exceeding the height limitation, or the reasons why <br />such alternatives are not viable. <br /> <br /> b. Height: Structure Mounted Antennas. Antennas mounted in or on any existing <br />building or structure (such as, but not limited to, a water tower, church steeple, billboard, <br />utility pole or tower used for high voltage electric lines) must not rise higher than twenty <br />(20) feet above the mounting point. Within HR and HRO districts, antennas shall be <br />located only on buildings fifty (50) feet or more in height, with the antennas mounted on <br />wall or roof surfaces without the use of towers. <br /> <br /> c. Location: (See also Subsection 6 below). No tower, monopole, or disguised support <br />structure of approved design shall be located within two hundred (200) feet of any <br />property line within the SR, LR, MR, HR, PD, PRO, or PA Districts; or within two <br />hundred (200) feet of a street other than a limited access highway. <br /> <br /> No tower, antenna, or disguised support structure shall be located on a site occupied by <br />a school or recreational space in a park unless the proposed park location is within an area <br />that is currently used for maintenance and equipment storage, and has been thus used for <br />at least the preceding five years. The City Council may reduce the distance a disguised <br />support structure is required to be located from the SR, LR, MR, HR, HRO, or PD-R <br />districts where it finds it is justified because of terrain or limited location choices within <br />the permitted districts. <br /> <br /> d. Co-location and Visual Impact. New telecommunications facilities shall be co-located <br />with existing facilities or with other planned new facilities whenever feasible and <br />aesthetically desirable to minimize overall visual impact. Telecommunications service <br />providers are encouraged to co-locate antennas with other facilities, such as light <br />standards and other utility structures, where the co-location is found to minimize the <br />overall visual impact. Wireless communications facilities shall be sited to avoid any <br />unreasonable interference with views from neighboring properties, and to avoid discordant <br />visual impacts. <br /> <br /> e. Regulatory Compliance. The telecommunications facilities shall meet or exceed <br />current standards and regulations of the FCC and any other state or federal agency with <br />the authority to regulate such structures. Should such standards or regulations be <br />amended, the owner shall bring all devices and structures into compliance with the revised <br />standards or regulations within six months of the effective date of the revision unless an <br />earlier date is mandated by the controlling agency. <br /> <br /> If measured or calculated levels of exposure to radiofrequency radiation exceed the <br />FCC’s limit, the facility shall cease operation until it is brought into compliance with the <br />FCC’s standards, regulations, and all other applicable requirements. A report of these <br />calculations and measurements, and the engineer’s findings shall be submitted to the <br />Zoning Administrator and the City Manager.
