<br />PLAN COMMISSION <br />Minutes <br />February 27, 2008 <br />The Plan Commission held their regular meeting in the E.O.C. Room located in the basement of <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on February 27, 2008. The meeting <br />commenced at 6:30 p.m. with Chairperson Marentette presiding. <br />Voting Members PresentVoting Members Absent <br />Charles Marentette, Chairpersonn/a <br />Tom Byrne, Vice Chairperson <br />Mike Miller <br />Nova Felton <br />Lisa Greening <br />Ben Senturia <br />Council Liaison Present <br />: n/a <br />Staff Present: <br /> Lehman Walker, Director of Community Development; Frank Hill, Manager of <br />Current Planning <br />New member, Ben Halpert attended this meeting but did not vote on any agenda items because he <br />had not yet been sworn in by the City Clerk to serve on the Commission. <br />Approval of Minutes <br />The Chairperson stated that the Commission would consider approval of the minutes from the <br />January 23, 2008 meeting. Mr. Miller moved for approval of the minutes. The motion was <br />seconded by Mr. Senturia and passed by a vote of 4 to 0 with all members voting “yes” (Mr. Byrne <br />and Ms. Felton were not present for this agenda item). <br />Public Hearing: Conditional Use Permit, Restaurant Seating and Basement Meeting Room <br />for Neighborhood General Store, 7213 Delmar <br />The Chairperson announced that a public hearing was scheduled to hear an application from Ann S. <br />Lipton dba Winslow’s Home, 7211 Delmar, University City, MO 63130 to allow the neighborhood <br />general store to have limited outdoor restaurant seating and a basement meeting room at 7213 <br />Delmar. <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />Q:\WPOFFICE\WPDATA\m-2008-02-27.plc.final.wpd <br /> <br />
