<br /> <br />PLAN COMMISSION <br />Minutes <br />September 23, 2009 <br /> <br /> <br /> <br />The Plan Commission held their regular meeting in the EOC Room located at City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on September 23, 2009. The meeting commenced <br />at 6:30 p.m. with Chairperson Marentette presiding. <br /> <br />Voting Members Present Voting Members Absent <br />Charles Marentette, Chairperson Ben Senturia <br />Tom Byrne, Vice Chairperson <br />Diedre Lewis <br />Nova Felton <br />Ben Halpert <br />Lisa Greening <br /> <br />Staff Present: Lehman Walker, Director of Community Development, Andrea Riganti, Deputy <br />Director of Planning and Zoning, Zach Greatens, Planner. <br /> <br />Approval of Minutes <br /> <br />The Chairperson stated that the Commission would consider approval of the minutes from the <br />July 22, 2009 meeting. Ms. Felton moved for approval of the minutes, seconded by Mr. Halpert. <br />The motion passed. <br /> <br />Public Hearing: Conditional Use Permit Application – 6643 Washington Avenue <br /> <br /> <br />The Chairperson announced that a hearing was scheduled for a conditional use application for <br />6643 Washington Avenue to permit a private school (music school) in the HR-High Density <br />Residential District. <br /> <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson stated that the Plan Commission must <br />consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and <br />any other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br /> <br />The applicant, Mr. Dan Stevens, 103 E. Lockwood Avenue, St. Louis, Missouri 63119, provided <br />an overview of the proposal. Mr. Stevens is proposing to operate a music school for private <br />lessons from a four-family building. Independent “contractors” would provide instruction and <br />pay a fee to the property owner to “rent” the space. Mr. Stevens is requesting the Conditional <br /> <br />
