? <br /> <br />Parking prohibited during designated hours: <br /> <br />The north side thereof from Hanley Road to Jackson Avenue between the <br />o <br />hours of 9:00 a.m. and 11:00 a.m. on every day of the week except <br />Saturday, Sunday and holidays. <br /> <br />The south side thereof for a distance of 235 feet eastward more or less, <br />o <br />from the east line of Hanley Road, between the hours of 9:00 a.m. and <br />11:00 a.m. except Saturday, Sunday and holidays. <br /> <br />Attached is the report of the Police Department that shows no vandalism during February <br />2000 and August 2002. <br /> <br /> <br />The Engineering Division has no objections to removing the prohibition in the north side <br />near Jackson. <br /> <br /> <br /> <br />3.More safety for the Mooney Park <br /> <br />Please see the attached Traffic Request Form, dated August 12, 2002, submitted by Laura <br />and Marc Seleman. They are requesting that the intersection on Amherst and Jackson <br />become a 3-way stop. This is to prevent any tragic accident due to the high number of <br />children at the park. <br /> <br />In the area were two Missouri Uniform Accident Reports during the period from <br />September 2000 to February 2002. One was a driver that lost control of the vehicle due <br />to the icy road and struck a vehicle that was parked near the curb and unoccupied. The <br />other accident was a vehicle that struck a tree and left the scene. <br /> <br />The speed limit in the area is 25 miles / hour. Of course, speeding violations are under <br />the jurisdiction of the Police Dept. As you know, stop signs should not be used to control <br />speed. Studies have shown that when stop signs are perceived to be unnecessary by <br />motorists, they tend to become impatient and ignore other traffic control devices, and <br />speed up to make up for the lost time. Due to the lack of a significant number of <br />accidents, any new stop signs appear to be unwarranted. <br /> <br />The Engineering Division recommends that the request for new stop signs be denied. <br /> <br /> <br />4.Left Turn Signals at Delmar and Old Bonhomme <br /> <br />For information purposes see attached letter sent from Kurt Odenwald (Councilman, Fifth <br />District) to J. Michael Dooley (Director of the St Louis County Department of Highways <br />and Traffic). Kurt is requesting the installation of left turn signalization for cars <br />traveling on Delmar and trying to make a left onto Old Bonhomme.
