2.REQUEST TO INSTALL CLOSING GATE ON INTERSECTION OF HAFNER PLACE

AND CANTON AVENUE.

The Public Works Department requests from the commissioners to review/approve the
proposed barricade presented by Jim Cline from The Hafner Place Block Association. The
barricade will be a flag type entry gate for the intersection of Hafner Place and Canton Ave,
to keep the street closed.

Harfner Place at Canton Avenue should remain closed according to the Municipal Code and
the director of public works shall erect suitable barricades to prohibit such movement of
vehicular traffic.

Currently, there is guard poles with reflecting coating installed on this intersection.
However, Mr. Cline states that due to lack of visibility of barriers and/or improper driving
there have been a lot of cars accidents and the barriers have been replaced several times.

The typical barriers used on University City are: concrete curb barricades, planters, guard
poles with chain and gates.

In previous communication to Mr. Cline, dated 9-05-07 Public Works offered 2 options as
follows:
1.Four Reflectors with post constructed by the city at no charge to property owners.

2.A minimum of two heavy duty decorative planters. The cost for each planter will

depend on the dimensions of the planter and property owners would share the final
cost.

Once property owner have selected an option, the city will contribute a maximum of
$500.00 to the project and will assist with design and implementation on behalf of the
Hafner Place property owners.

Mr. Cline states that a flag type iron entry gate is more visible to drivers and resistant to
accidents. On October 02, 2007 Mr. Cline submitted a proposal from Missouri Ornamental
Iron Company, Inc. for the fabrication and installation of two pipe bollards post and one
set of flag type entry gates between bollard posts which will cost a total of $1,765.18.

The engineering division would like to obtain your comments regarding this new type of
barricade.

3.REQUEST FOR STOP SIGN ON WARDER AVE AT LAFON PLACE

Please find attached a request from Richard M Hinds for a Stop Sign to be installed for
southbound traffic on Warder at Lafon. Per Mr. Hinds, residents of the area have noted an
increase number of high speed traffic southbound on Warder into City of Clayton as well as
injudicious speed in right turns onto Lafon.

Agenda Traffic Commission Meeting November 14, 2007
Page
2

V:\WP51\ENGINEERING DIVISION\Public Works- Traffic Commission\Traffic Commission\agenda\agenda\2007\Agenda 11-14-07.doc
