Staff Recommendation: <br /> <br />It is the recommendation of the Public Works Department that the request for a drop off/pick <br />up zone be approved for the south side of Balson, from the south west corner of Balson and <br />Jackson, for a distance of 150 feet to the west, for 15 minutes from 7am to 4pm on School <br />Days only. <br /> <br />It is the recommendation of the Public Works Department that a drop off/pick up zone for the <br />entire perimeter of the island at the intersection of Balson and Jackson in front of University <br />City High School and Jackson Park School be denied to ensure the safe travel of emergency <br />vehicles and for the general safety of school students. We also recommend that the School <br />District provide adequate off-street parking for students and staff. <br /> <br /> <br />2. Request from St. Louis County to Restrict Traffic from Westgate Ave onto Olive <br />Blvd. <br /> <br />Please find attached letter from Garry Earls, Director of Highways and Traffic of St. Louis <br />County. The County intends to remove the stops signs on Olive at the intersection of Olive <br />Blvd and Westgate/Sutter Ave. The County has indicated that removing the stop signs will <br />enhance traffic flow on Olive Boulevard. The County projects an increase in traffic along Olive <br />Boulevard due to the closing of I-64/40 during reconstruction. <br /> <br />Olive Blvd is currently under the maintenance jurisdiction of the County, between Ferguson <br />Ave and the city limit of Saint Louis (Skinker Blvd). Westgate Avenue is under the jurisdiction <br />of University City. <br /> <br />The City intends to maintain its stop signs on Westgate and on Sutter at Olive to ensure the <br />continued safety of motorists and pedestrians. <br /> <br />The County is providing the City with two options: <br /> <br />1) Designate Westgate Ave from Olive Blvd to North Drive as a one-way street <br />southbound; or, <br /> <br />2) If the City does not designate Westgate as a one-way street, the County will block <br />northbound access to Olive from Westgate by constructing a curbed area across the east <br />side of the northbound approach at the intersection. <br /> <br />The County is willing to retain the crosswalk at the intersection. <br /> <br />Either of the proposed changes will result in restricting northbound access onto Olive. Traffic <br />will only be able to access northbound Olive (east of Kingsland to city limits) by traveling on <br />Kingsland or Sutter.
