According to the Manual of Uniform Traffic Control Devices Handbook, CAUTION–CHILDREN <br />AT PLAY or SLOW CHILDREN signs should not be used since they may encourage children to <br />play in the street and may encourage parents to be less vigilant. Such signs also provide no <br />guidance to motorists in terms of a safe speed, and the sign has no legal basis for determining <br />what a motorist should do. Furthermore, motorists should expect children to be “at play” in all <br />residential areas, and the lack of signing on some streets may indicate otherwise. The signs are <br />unenforceable and act as another roadside obstacle to pedestrians and errant motorists. Use of <br />these non-standard signs may also imply that the involved jurisdiction approves of streets as <br />playgrounds, which may result in the jurisdiction being vulnerable to tort liability. <br /> <br />Currently, there is one sign installed in front of 8285 Tulane Ave. Some Slow Children at Play <br />signs were installed prior to the city adopting the MUTCD as our legal guide. <br /> <br />Since the MUTCD does not recognize this as a standard sign, the Public Work Department does <br />not recommend the installation of the “Slow Children at Play” signs at the requested location. <br /> <br />3. Request to remove parking restriction on south side of Forsyth Blvd from Big Bend <br />Blvd to Asbury Ave. <br /> <br />The City has received a request to remove the current peak hour parking restrictions on Forsyth <br />Boulevard. This is a very technical and specific request that must be evaluated based on <br />national engineering and transportation standards according to the MUTCD. The impact of <br />keeping or removing those restrictions must also be evaluated. <br /> <br />The City received a grant through the Traffic Engineering Assistance Program (TEAP) under the <br />Missouri Department of Transportation (MoDOT) to complete this project. CBB, the City’s Traffic <br />and Transportation Engineering consulting firm was awarded the project. <br /> <br />CBB will evaluate the area and provide the Traffic Commissioners with a recommendation on <br />whether or not to remove the existing on-street rush hour parking restriction on Forsyth <br />Boulevard between Del-Lin Drive and Big Bend Boulevard during one or both peak hours. As a <br />subsequent task, the City has requested that CBB provide a recommendation regarding <br />implementing a resident only parking restriction on only one side and on both sides of the street. <br /> <br />CBB will present a preliminary report of their findings to the Traffic Commissioners at the June <br />10, 2009 meeting and receive input regarding this request from the Commissioners. A final <br />report will be provided on July 8, 2009. <br /> <br /> <br />4.
