The City is not able to install signs on private areas; therefore, it is our recommendation for this
request to be denied. It is advisable to Mr. Shemwell to investigate a process to request the
dedication to the alley back to the City, to be able to enforce the parking restriction in public
alleys and for him to have access to his garage. Currently, this request is under review of the
Community Development Department that deals with private property issues. Their
recommendation may be presented at the time of the meeting.

3. Request to adjust eastbound and westbound traffic lights on Olive Blvd at Kingsland.

Please find attached Traffic request form submitted on July 17, 2009 by Attallah Sinclair, resident
at 6730 Bartmer Ave, requesting a traffic light adjustment to the eastbound and westbound traffic
on Olive Blvd at Kingsland Ave.

Mr. Sinclair explains in his request that currently during rush hour traffic, any driver trying to turn
left from either direction do not get to turn for two or three light cycles. In addition, they often
drive in front of oncoming traffic, causing drivers to stop suddenly to avoid an accident.

Olive Ave at the intersection with Kingsland Ave is under St.Louis County jurisdiction. This
request would need to be forwarded to the St.Louis County – Department of Highways & Traffic /
Public Works.

UCPD reported 72 accidents recorded at this intersection for the last 3 years. Public Works
Department recommends forwarding this request to St.Louis County for their consideration.

Traffic Commission Agenda – September 9, 2009, Page 2
