4. FYI - Notice of Temporary Parking Restriction on Groby Road by City Manager

Background

During the process of approval of the Golf Course Driving Range on Ruth Park, many of the
neighbors along Groby Road (across from the driving range) expressed their concern about Golf
Course customers parking in front of residential homes and blocking residential driveways or
limiting visibility for residents entering or exiting their driveways.

On October 8, 2008 the Traffic Commission approved the establishment of a Parking Restriction
on the south side of Groby from Old Bonhomme Rd. to Tulane Ave. The “No Golf Course
Parking” restriction at all times was approved for a period of 12 months.

Status

Mr. Ethan Shuman has continuously complained about golfers parking on the south side of
Groby, and the nuisance of noise & litter because of the driving range. The Police will present
any reported incidents at the meeting.

The Traffic Commission will be provided with a recommendation to implement the restriction
permanently, revise it or implement a residential parking permit system.

5. Approval of Minutes – September 9, 2009 meeting.

Cc: Evelyn Benford, Director of Public Works
Major Ernest Green, University City Police Department
Arthur Sharpe, Jr., Council Liaison
Traffic Commission Agenda – October 14, 2009, Page 3
