Prior to the meeting, we recommend that you visit the site(s). Please call <br />(314) 505-8568 or email agutierrez@ucitymo.org to confirm your attendance. <br /> <br />AGENDA FOR THE MEETING <br /> <br />1. Request to eliminate the 7000, 7100 and 7200 blocks of Pershing Avenue strict <br />enforcement zone. <br /> <br />A request is in place for the Traffic Commission to consider recommending to the City Council lifting <br />of the traffic restrictions currently in place on Pershing Avenue that relate to “No Tolerance Zone - <br />Strict Enforcement”. <br /> <br />A new administrative policy has been drafted to establish the criteria to include streets into the No <br />Tolerance Zone. This draft of the policy is attached for comments from the Traffic Commission. <br /> <br />2. Approval of Minutes December 8, 2010 <br /> <br />NON ACTION ITEMS <br />3. Traffic Requests under St. Louis County Highways and Traffic Department jurisdiction <br /> <br />See attached response from the St.Louis County Highway and Traffic. <br /> <br />4. FYI - Request to install signs for a blind resident at 8044 Lafon Place <br /> <br />Please find attached traffic request form submitted on October 27, 2010 by Ms. Nancy Sachar, the <br />resident at 8044 Lafon Place. Ms. Sachar is requesting installation of appropriate signage that refers <br />to a blind person’s presence, according to the MUTCD regulations. Ms. Sachar is stating that her <br />request is due to her loss of vision in both of her eyes. <br /> <br />The Public Works Department believes that there is a potential safety concern, due to the lack of <br />sidewalks in this block. Per our traffic engineer consultant (CBB), the MUTCD would allow such a <br />sign as long as it conveys a clear message to drivers with some reasonable expectation that they <br />would know how to respond to such a sign. Installation of “Blind Resident” warning signs with a <br />supplemental plaque below that indicates “This Block” at the intersections of Lafon Place with Gay <br />Avenue, Old Bonhomme Road and Mapleview Drive was completed February 7, 2011. <br /> <br />A new administrative policy has been created to standardize the installation of this type of sign in the <br />future. A draft of the policy is attached for comments from the Traffic Commission. <br /> <br />5. FYI – Olive Streetscape Project Phase III – Request to eliminate pedestrian crossing on <br />Olive Boulevard west of Hanley Road <br /> <br />As part of a federally funded project, The City of University City is upgrading sidewalks and ADA <br />facilities on Olive Boulevard within City limits, including the curb ramps at the intersection of Olive <br />Blvd. at Hanley Rd. A proposal was submitted to the City from the Missouri Department of <br />Transportation (MoDOT) Senior Highway Designer, Heather Copeland, to eliminate the west crossing <br />on Olive Blvd. at Hanley Rd. <br /> <br />
