It was concluded after thorough and careful analysis at the preliminary stages of <br />the project that keeping Melville Ave as a two-way street would benefit and cause less disruptions to <br />the residents and businesses in the area. One option was to turn Melville Ave to a one-way traffic to <br />avoid the loss of parking. That option was not found to be viable due to the large impact on adjacent <br />areas and neighborhoods in terms of traffic congestion and accommodation of proper ingress-egress. <br /> <br />The Public Works Department’s recommendation is to amend the University City Municipal Code to: <br />A. Prohibit on-street parking on the west side of Melville Ave. between Kingsbury Ave. and Delmar <br />Blvd., and, <br />B. Allow parking perpendicular to the direction of traffic on the south side of Loop South between <br />Melville Ave. and Leland Ave. <br /> <br />4. Request to install a stop sign on Enright Avenue, at Westgate Avenue. <br /> <br />Please find attached a traffic request form submitted March 19, 2011 by P.O. Shaun Margul for P.O. <br />Thomas Carney, requesting a stop sign to be installed on Enright Ave. at its intersection with Westgate <br />Avenue. <br /> <br />The referenced intersection is a T-type, and currently Westgate traffic is not required to stop at Enright <br />Ave. A temporary stop sign was installed in March 2011, due to the safety concerns presented by the <br />Police Department. <br /> <br />The Police Department reported 10 accidents at that intersection over the past three years. There is <br />also limited visibility that will need to be upgraded by restricting additional parking at the intersection. <br />Based on the Manual on Uniform Control Devices (MUTCD), the use of STOP signs on the minor-street <br />approaches should be considered if engineering judgment indicates that a stop is always required <br />because of one or more of the following conditions: <br />A.The vehicular traffic volumes on the through street or highway exceed 6,000 vehicles per day; <br /> <br />B.A restricted view exists that requires road users to stop in order to adequately observe <br /> <br />conflicting traffic on the through street or highway; and/or <br />C.Crash records indicate that three or more crashes that are susceptible to correction by the <br /> <br />installation of a STOP sign have been reported within a 12-month period, or that five or more <br />such crashes have been reported within a 2-year period.
