At 6:45 p.m. those <br />present were Melcine Henderson, Raymond E. Creer, Tobias Gibson (Traffic <br />Commissioners), Sgt S. Whitley (U City Police Department) and Mariela Tapia (Traffic <br />Commission Secretary-U City Public Works Department). <br /> <br />Also present were residents representing the 7000 block of Waterman and the University <br />City East Organization. Please find the attendance sheet attached. <br /> <br />Melcine Henderson explained to those present that there was not a quorum; therefore, the <br />Traffic Commission could not make any recommendations and the items on the agenda <br />would be discussed at the next Traffic Commission Meeting. However, the ones that were <br />present were allowed to make comments. <br /> <br /> <br />1.Street Petition for Residential Parking Permit in the 7000 block of Waterman. <br /> <br /> <br />The residents of the 7000 block of Waterman Ave presented a petition for a residential <br />parking permit. At this time, the restriction may be implemented since the petition <br />complies with all the requirements. <br /> <br />The Engineering Division and the Police Department are further investigating the problems <br />caused by nonresidential parking in the block. <br /> <br />2.Intersection for Kingsland and Loop South <br /> <br /> <br />Representatives of the University City East Citizen Action Committee requested that the <br />Traffic Commissioners study the intersection of Kingsland and Loop South during the <br />summer months. The Committee will request the Commissioner’s findings in the month of <br />September, 2004. <br /> <br />Sgt S. Whitley recommended marking the pavement located between the grass median <br />and the Municipal Parking Lot #5; and installing a Yield sign for southbound traffic on <br />Kingsland at Loop South. The Engineering Division agrees with Sgt.
