Page 2
th
Minutes – October 10, 2007

Mariela Tapia presented results from all the petitions sign by residents in favor of installing
barriers, and 53% of the residents are in agreement. In order to consider installing barriers
we would need at least 70% of residents in support of the petition.

Mariela also informed the commissioners that Midland (from Olive to Canton) lanes changed
and now traffic can travel in the two-lanes. This change in lanes will require traffic to adjust
to the existing traffic signal on Midland and Olive and this would decrease traffic cutting thru
the Musick Neighborhood.

After listening to all the comments from the public, Chairman Ben Halpert proposed that the
commissioners discuss this item. Residents will be notified of the commissioner’s decision via
mail.

Commissioners took into consideration the following:

Speed Traffic Trailer results show that only 15% of vehicles monitored were traveling

faster than 25 mph.
The result of the traffic count for the 7400 block of Melrose is approximately 250 ADT

which is considered a low count even for a residential street (600 ADT)
Total of residents in agreement with the petition is 53%, less than the 70% required.

Barriers will cause obstruction/inconvenience to the following:

1.Emergency vehicles – ambulances, fire trucks, police cars

2.Street Sweeping operations

3.Fall and Spring Leaf Collection

4.Snow removal

5.Trash and recyclable collection

It is the traffic commissioners’ recommendation that the request to install barriers
thru the Musick Neighborhood be denied and existing “no left turn” signs be
enforced.

2.Request for Stop Sign on Fullerton Avenue at Kempland Place.

Beth Foster, resident at 8457 Kempland requested that a stop sign be installed on Fullerton at
Kempland to prevent accidents at this intersection. She stated that most cars driving on
Fullerton fail to stop or even look to see if on-coming traffic is going straight on Kempland
Place past Fullerton.

Currently, there are no signs at this intersection. There is a 3-way stop sign at Fullerton

and Braddock, the intersection east of this one. There was 1 reported accident in the last
three (3) years in this area that would not have been prevented with stop signs.

The commissioners voted unanimously for this request to be denied and for a yield
sign to be installed on Fullerton Avenue at Kempland Place.
