requesting that the City designates Westgate Ave as a one-way southbound street
from Olive Blvd to North Drive. If the City denies the request, the County will block
northbound access onto Olive Blvd from Westgate Ave. These changes were
deemed by the County as necessary to ensure safe and adequate travel for the
traffic expected from closure of I-64/Highway 40. From the County’s perspective
the biggest concern at this intersection is the inadequate sight distance to motorist
stopped on Westgate Avenue due to sight obstructions located on private property.

That letter/notification was distributed to the following business owners:

Business Name Address Delivery
Choka’s Consignment 1008 Sutter Ave Posted on Door
Barber Shop 1004 Sutter Ave Hand Delivered
1-Stop Shop 1002 Sutter Ave Hand Delivered
Peebles Beauty Boutique 1000 Sutter Ave Hand Delivered
R.T. King mentioned that due to the low volume of traffic the County will not approve a
traffic signal at this intersection. In addition, there are not a large number of recorded
accidents at this intersection.

Mariela mentioned comments from Chief Adams regarding the changes. He stated that
changes were not a great idea, this would only provide access to Olive (east of Kingsland
to city limits) by traveling on Kingsland (or what would probably become a cut-through at
Pete’s Market) or by traveling on Sutter. It would probably be some time before people
would become familiar with the prohibition of northbound Westgate to Olive to stop trying to
get to Olive. Also, this means that southbound Sutter would stop at Olive and turn after
yielding to oncoming traffic on Olive and have to cut across Olive when open to continue

southbound on Westgate. No other comments were received.

Those present decided that designating Westgate Ave from Olive Blvd to North Drive as a
one-way street southbound seems more appropriate than blocking northbound access to
Olive from Westgate to prevent left-turns.

The meeting was adjourned at 7:30 p.m.

Minutes prepared by Mariela Tapia
Minutes – November 14, 2007 Page
2

V:\WP51\ENGINEERING DIVISION\Public Works- Traffic Commission\Traffic Commission\minutes\2007\Minutes 12-12-07.doc
