Officer Shawn Margul said that his chart does not show the times but there were two nights that
they monitored.

Hyla Bondareff asked about the number of accidents at this intersection and Vic Lusher
responded that three accidents have occurred at that intersection in the past 3 years. Only one
could have possibly been affected or prevented by a stop sign. Vic also stated that Stop signs
should not be used to control speeding. Speeding should be enforced by the Police Department.

Commissioner Brot responded she believes a stop sign at this intersection would be a good idea.

Vic Lusher responded that there are stop signs on Mendell at Canton for both north and
southbound. Installation of stop signs on Canton will make this a four-way stop intersection.
Any of the criteria for a four-way stop intersection has not been met. This criteria is based upon
# of cars, # of accidents, etc…. but that does not mean that you cannot put a four-way stop sign.

Commissioner Bondareff motioned for a 4-way stop sign on Canton at the intersection of
Mendell. The motion carried and was unanimously approved.

3. Approval of Minutes – November 12, 2008 meeting.

The minutes of the November 12, 2008 meeting were unanimously approved.

4. Update – Restrict parking on one side of Northmoor Dr, from 7045 to 7117 and Asbury Ave
to the west city limit.

Commissioner Brot inquired with the Public Works department if they have prepared a cost estimate
for the “s” curbs.

Vic Lusher responded that Public Works has not prepared a cost estimate and the City’s view is it
would not be cost effective for an “s” curb replacement to only gain 8” on each side. The City has
50’ of right of way on Northmoor. If the city were to pursue widening we would want to increase the
street to 30’ which would mean losing all of the trees in the tree lawn.

Commissioner Hyman stated that we should be preparing the road to be 30’ wide that is similar to
the rest of the street widths. That would require the removal of the trees, tree lawn area, sidewalks,
adjusting elevations, etc……

Commissioner Brot reviewed the letter from “Our Lady of Lourdes Parrish” (attached) stating that
students are dropped off and picked up, parking lot (holds only 55 cars) is a playground during day,
and 23 teachers park on Northmoor. Many parishioners on the weekends and weekday evenings
have to park on Northmoor. Where will they park?

Commissioner Brot discovered there is a drop off/pickup zone for the school already and wanted to
discuss other past options such as resident only parking, van / truck parking on only one side, etc…

Commissioner Bondareff motioned that several options be implemented due to larger maintenance
vehicles, buses and safety issues. Implement “No Parking” at narrower areas of Northmoor Drive
from 7045 to 7117 and Asbury Ave to the west city limit. Second, exempt the “No Parking” on areas
where the street is wider. Third, a residential parking permit system that would reduce the volume of
Minutes – December 10, 2008 Page
2
