an additional nine (9) spaces designated for parking on the south side of Loop South just west of <br />Melville Ave. Also, Washington University donated two (2) vacated parcels to create additional 15 <br />spaces of public parking. <br /> <br />Mr. Owens also explained that this project will include the raised crossings (also called speed <br />tables) on each intersection where the trail crosses the streets. It also functions as a traffic calming <br />on these intersections. <br /> <br />Approval of Minutes June 9, 2010 <br />2. <br /> <br />The minutes from the June 9, 2010, were approved unanimously. <br /> <br />Traffic Commission Annual Report <br />3. <br /> <br />Commissioner Patterson started by discussing the Traffic Commission Annual Report. This report <br />includes all the requests that were discussed by the Commission in the fiscal year 2009 – 2010. <br />Based on the number of meetings where actions were taken, and to value the time of all <br />commissioners, he proposed not to meet every month, with the exception of the months the <br />commission is off, and to present informational meetings for educational purposes, and to group <br />the action items in the meetings to assure a quorum is reached so action items can be voted upon. <br /> <br />Commissioner Bondareff stated that her concern is the amount of time requestors will have to wait <br />for the item to be discussed after submitting a traffic request. Ms. Gutierrez explained that <br />administratively there is no control over when the traffic requests are submitted by the residents, <br />and they can present items similar in scope to the one submitted in July 2010 via email (stop signs <br />warranted), to be approved in such a manner. Commissioner Patterson offered the option to allow <br />residents to present traffic items with a simpler scope via email. Commissioner Brot asked if the <br />administration is in agreement to hold meetings electronically. Ms. Gutierrez explained that a <br />previous request to install a stop sign submitted via email in the month of July 2010 was approved <br />by the City Council with emails supporting the Traffic Commission recommendation. <br /> <br />Commissioner Patterson offered to assist the Traffic Commission in drafting a set of Bylaws and <br />including a policy ing that meetings can be held electronically when the request does not require <br />discussion or the resident’s input. Commissioner Bondareff finds it beneficial and agrees to meet <br />every month. Commissioner Brot agreed with both Commissioners Patterson and Bondareff, and <br />stated that good Bylaws would help improve the decision making process through the Commission <br />and therefore the Council. Commissioner Henderson stated that the Commission needs to make <br />sure the residents communicate with the Commission and that feedback is provided to the <br />residents on their requests. She also agreed that for smaller items, it is acceptable to vote <br />electronically. <br /> <br />Commissioner Patterson emphasized the importance for the citizens to attend the meetings and <br />for the Traffic Commission to have a quorum so that action can be taken on their requests. It will <br />be beneficial for the commissioners to discuss this at the next meeting and identify the meetings <br />that will need further action items. <br /> <br />Commissioner Brot recommended that Commission and Council make an additional effort to <br />recruit members to fill the one vacant position. Commissioner Henderson reiterated Commissioner <br />Brot’s message. <br /> <br />Commissioner Bondareff commented on the report provided by Public Works staff, and asked to <br />include quotation marks to the names of the street signs. Commissioner Brot agreed with the <br />report, the way it was presented. Commissioner Patterson would like to see instead of an Annual <br />report, a monthly update from Public Works on actions taken and/or follow up actions at each <br />meeting for each request. <br /> <br />Traffic Commission Minutes – September 15, 2010 Page 2 <br /> <br />
