<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />JANUARY 5, 2011 <br /> <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on January <br />5, 2011, at 7:00 PM in the Centennial Commons Board Room at the University City Centennial Commons <br />located at Heman Park, addressed as 7210 Olive Boulevard, University City, Missouri. Marc Jacob <br />presiding as Chairman called the meeting to order. <br /> <br /> <br />1. ROLL CALL: <br /> <br />On roll call, the following members were present: University City Task Force members: Nova Felton, <br />Marc Jacob, and Rod Jennings (arrived at 7:24 PM). City of Olivette Task Force members: Mayor Pro- <br />tem Jean Antoine, J. Gregory Carl, and Michael Sewell. <br /> <br />Also in attendance: <br />University City staff member: Director of Community Development Andrea Riganti. <br />Olivette staff members: City Manager T. Michael McDowell and Planning and Zoning Administrator <br />Carlos Trejo. <br />Other attendees: Kareem Johnson of the University City Patch news and information website and <br />two boy scout members, Chris and Carl, completing merit badge obligations. <br /> <br /> <br />2.MEETING MINUTES <br /> <br />No meeting minutes were distributed for review. <br /> <br />3. GUEST SPEAKER EXCHANGE: ANDREW CHECKLEY, MLP Investments <br />Mr. Checkley was unable to attend. <br /> <br /> <br />4. URBAN LAND INSTITUTE TECHNICAL ASSISTANCE PANEL <br />The Task Force reviewed the copy of the ULI contract and agreement regarding the technical assistance <br />panel. Staff noted that the contract would be signed and submitted by the Chairman on behalf of the <br />Joint Redevelopment Task Force. This matter was discussed due to the Task Force not being an official <br />entity recognized by the State, such as the City of Olivette or University City. <br /> <br />Discussion ensued over the contract and agreement. Chairman Jacob directed staff request that the ULI <br />consider reducing the amount of time warranted for preparation of the final report from 6 to 8 weeks, to <br />only 4-weeks. He also requested that the ULI provide each community a copy of the final report. <br />Additional discussion continued regarding identifying the presentation date early on so that the City <br />Council’s of both communities, and possibly the plan commissions, can be invited. Also so that public <br />notices could be posted for interested citizens. Discussion ensued over requested transportation and <br />meeting space. <br /> <br />A motion was made for the Joint Redevelopment Task Force to sign and submit the contract and <br />agreement with the suggested amendments discussed and noted above and subject to agreement for <br />and funding by both City Councils. Ms. Felton seconded. On a voice vote, the motion passed <br />unanimously, 5 to 0. <br /> <br /> <br />5. UPDATE ON JOINT DEVELOPMENT DISTRICT OVERLAY <br /> <br />Staff noted that the Planning Commissions of both University City and Olivette forwarded positive <br />recommendations to adopt the proposed joint development district overlay. The University City City <br />Council held a Public Hearing and acted on the first reading on December 13, 2010.
