<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br /> <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />April 11, 2011 <br />6:30 p.m. <br /> <br /> <br /> <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, <br />on Monday, April 11, 2011. Mayor Shelley Welsch called the meeting to order at 6:32 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> <br /> Mr. Byron Price <br /> Mr. Stephen Kraft <br /> Mr. Terry Kraft <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br />Ms. Lynn Ricci was excused <br /> <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Walker asked to remove item number one, the senior and youth rates at Ruth Park <br />Golf Course, from the City Manager’s report. He also asked to add two items: youth <br />issues in the Loop and secondly the recommendations of the State Auditor. Mr. Sharpe <br />moved to approve the amended agenda, seconded by Mr. Glickert and carried <br />unanimously. <br /> <br />D. PROCLAMATIONS <br /> <br />E. APPROVAL OF MINUTES <br /> <br />1. <br />March 28, 2011, minutes from the Study Session on the Budget Reports from Fire <br />and Police were moved for approval by Mr. Sharpe, seconded by Mr. Glickert and <br />carried unanimously. <br /> <br />2. <br />March 28, 2011, minutes from the Regular City Council Session were moved for <br />approval Mr. Sharpe, seconded by Mr. Glickert and carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />Charlotte Tatum was nominated by Terry Crow to the Arts and Letters Commission, <br />seconded by Mr. Sharpe and carried unanimously. <br /> <br />G. SWEARING IN <br /> <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Fannye Houston, 8022 Noel Ct. <br />Ms. Houston said the vision of the City should become united and to grow, she said <br />there has been too much negative press. Ms. Houston said the City Manager has <br />proposed a balanced budget but if lawsuits continue to be thrown at the City there will <br />be no balanced budget. She said the Mayor, the City Manager and paid employees <br /> <br />
