<br />Mr. Crow said there always needs to be a healthy tension between the City Manager <br />and the City Council as a part of check and balances. He said the most recent audit <br />would show that the State Auditor has some concerns about how the City has <br />handled the accounting of their funds and plans to be back in three to four months <br />and is not sure if the passing of this ordinance is one that will give the City high <br />marks. Mr. Crow also inquired as to the bill attached in the packet had Bill 9110 but <br />in the minutes of the last meeting it was Bill 9111. <br /> <br />Ms. Pumm asked to be excused to get her detailed list of bills and ordinances <br />numbers in order to clarify. <br /> <br />Mr. Sharpe stated he has the utmost and tremendous respect for the former City <br />Manager, great person and he admires him greatly. However the Council has hired <br />a City Manager and if the Council does not trust him in an ordinance as this and if by <br />chance the Council discovers at some point that they have trouble with it, the Council <br />could always go back and revoke it. Therefore he has no problems with it. <br /> <br />Ms. Pumm stated that Bill 9110 dealt with the number of members on the Human <br />Relations Commission therefore the bill on the transfer authority is Bill 9111 as <br />stated on the agenda for this meeting and also in the minutes. <br /> <br />Mr. Price said his comment has nothing to do with not believing Mr. Walker can do <br />what he says he can do; But, he said based on all of the circumstances, the Council <br />needs to move with caution. <br /> <br />Mr. Crow asked if the Council could just change the number as he thought maybe <br />there was a flawed notice to the public. He said as long as Mr. Mulligan and Mr. <br />Walker were good, he was okay with it. <br /> <br />Mr. Kraft said as a Point of Information, the ordinance was actually on the agenda <br />as 9111. <br /> <br />Mr. Mulligan asked if it were introduced as Bill 9111 and if so the correction can be <br />made before the second and third reading. <br /> <br />Mr. Kraft moved to pass Bill 9111 and was seconded by Mr. Glickert. <br /> <br />Roll Call Vote was: <br />AYES: Ms. Ricci, Mr. Kraft, Mr. Glickert, Mr. Sharpe, Mayor Welsch <br />MAYS: Mr. Price, Mr. Crow <br /> <br />N.
