O. CITIZEN PARTICIPATION (continued if needed) <br />Paulette Carr, 7901 Gannon Ave. <br />Ms. Carr spoke on a unanimous vote the Uniformed Pension Board. But she said an <br />addition was added as an Executive Summary. She noted that this was a violation of <br />the Sunshine Law and many other violations. Ms. Carr stated that the Pension Board <br />minutes lack much detail and fail to represent what actually happens at the meetings. <br />She asked that since the Board manages 60 million dollars that a court stenographer be <br />hired as Ms. Watson has too much on her plate to handle it in a timely and accurate <br />manner. She asked that the City Clerk append the documents to the minutes of this <br />meeting. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Price acknowledged and thanked the City Manager and staff for working on the <br />summer youth program and hope that next year it can expand. <br /> <br />Mr. Crow said he was pleased to see the Youth Employment Program and hoped that it <br />will expand. He noted that he asked at the last meeting for the Facility Maintenance <br />budget but has not received it yet. Mr. Crow asked that the City keep in mind the <br />residents who live in the Loop area who are impacted by the events that happen in the <br />Loop every single week. He noted that the COCA fund raiser was expecting 700 people <br />for and event that would be outside. Mr. Crow said the paid parking would also push <br />people into the surrounding neighborhoods, creating a problem for the residents. <br /> <br />Mr. Sharpe reminded everyone of the Senior Expo, April 28 from 9 to 1 p.m. at <br />Centennial Commons. <br /> <br />Mr. Kraft continued his talk on the State Audit, on three more of their findings. Number <br />eight on the report was Sunshine issues, the first part on votes to close a meeting, must <br />first be made in an open meeting. He noted that for years the Council had closed <br />sessions without having the required open meeting first. This recommendation was <br />implemented and the procedure changed in October 2010. The second thing on the <br />Sunshine issue is that the City did not keep a log of Sunshine requests but as of <br />October 13, 2010 the City now keeps a log. Mr. Kraft said that number nine on the <br />report was personnel which criticized the City’s 2008 salary survey as being flawed <br />because comparable cities were not included in the survey. In the review of twelve <br />positions, ten out of twelve U City ranked in the top three and number one in three of the <br />ten. He said he understands that the City concurs with the recommendation and will <br />prepare a better survey in the future. Mr. Kraft stated number ten on the report was an <br />emergency plan. The auditor noted that the City did not have an emergency plan for the <br />computer systems and it is his understanding that the City has already developed an <br />interim plan and is in the process of developing a more formal plan. He said that with <br />the computers the City needs to look a little further. Mr. Kraft noted that a consultant <br />hired in March of 2008referenced outdated technology and software that are unable to <br />do the job or had not been properly implemented. He said a computer emergency plan <br />is a start but the City needs to go beyond the Auditor’s recommendation and re-evaluate <br />the whole computer infrastructure. Mr. Kraft supports the State Auditor’s comment that <br />what is needed is for the City to look at the recommendations, implement them that will <br />make the City better. He also supports the recommendation that the Council come <br />together to address the problems outlined in the report. <br /> <br />Mayor Welsch reminded everyone of the Fair U City is just a month away and the <br />volunteer organizers are looking for more volunteers to work with the many jobs <br />connected with the Fair.
